Summary: The U.S. Mission in Maseru, Lesotho is seeking eligible and qualified applicants for the position of Financial Specialist.

The work schedule for this position is:

•             Full Time (40 hours per week)

Start date:  Candidate must be able to begin working within a reasonable period of time (4 weeks) of receipt of agency authorization and/or clearances/certifications or their candidacy may end.

Supervisory Position:  Supervises two positions: Budget Analyst and Voucher Examiner.

Duties:  The incumbent is the senior Foreign Service National (FSN) of the section and is responsible for implementing, coordinating and managing the full spectrum of ICASS financial services. These services include budget formulation and execution ($6 million), financial planning, forecasting, reporting, allotment accounting ($6 million), cashiering and overall customer support to 12 subscribing agencies. The incumbent serves as technical advisor to the Management Officer.

Qualifications and Evaluations

EDUCATION:  Bachelors Degree in Finance, Business Administration, Accounting, Budget and/or Financial Management and Economics.

Requirements:

EXPERIENCE:  Five years of progressively responsible experience in the accounting, budget work or and financial management field.  Three of this experience should be in budget, and or financial work and reporting, Generally Accepted Accounting Principles, payment and financial auditing, banking services, and two years supervisory experience.

JOB KNOWLEDGE:  Must possess extensive knowledge of 3 FAH/FAM, 4 FAH/ FAM (including appendix A&B), 6 FAH ICASS / 6 FAM General Services, 12 FAM Diplomatic Security, 14 FAM Logistics Management, 16 FAM Medical, JTR, DSSR, GAO Decisions, Federal Appropriations Law, CGFS Financial
Management Guidelines, CUG, M/PRI ICASS Uniform Service Standards, Prompt Pay Act, Anti-Deficiency Act, Federal Acquisitions Handbook, Purchase Card Program, and published regulations and procedures.

Evaluations:

LANGUAGE:  Level 4 (fluent) in English is required.

SKILLS AND ABILITIES:  Strong demonstrated interpersonal and negotiation skills. Computer application literacy. Able to effectively supervise. Problem solving and conflict resolution ability, work
independently, delegate and be able to carry out several complex projects simultaneously, determine work priorities and work flow. Strong communication drafting abilities. Ability to interpret financial
reports, analyze economic and financial trends, establish qualitative and quantitative performance goals for the section.

Qualifications:  All applicants under consideration will be required to pass medical and security certifications.
