Vacancy Advertisement: Financial Management Specialist
The ECSA-HC is a regional organization set up in 1974 to promote the highest possible standards of health among member countries. ECSA-HC is mandated to foster, among member states, cooperation that will lead to the strengthening of health delivery programmes in the region. The member states are Kenya, Lesotho, Malawi, Mauritius, Eswatini, Tanzania, Uganda, Zambia and Zimbabwe.
The East, Central and Southern Africa Health Community (ECSA-HC) invites applications from suitably qualified persons, who are nationals of Member States, for the post of Financial Management Specialist. The position is tenable at the ECSA Health Community Secretariat based in Arusha, Tanzania. The incumbent will report to the Director of Finance.
1.0 Background of the Organization
The East, Central and Southern African Health Community (ECSA-HC) is a regional organization established in 1974 to promote the highest possible standards of health among member states. It fosters cooperation to strengthen healthcare programmes in the region. The Secretariat implements its activities through four programme clusters:
- Family Health and Infectious Diseases
- Non-Communicable Diseases, Food Security and Nutrition
- Health Systems and Capacity Building
- Knowledge Management, Monitoring and Evaluation
2.0 Broad Purpose of the Post
The Financial Management Specialist will be responsible for the day-to-day financial management activities of the Multi-Phase Approach Health Emergency Preparedness, Response and Resilience (MPA-HEPRR) Project. The role includes ensuring compliance with internal control processes, supporting budget preparation and implementation, financial reporting, and safeguarding project assets. The specialist will work closely with the finance team and coordinate audit activities related to the project.
3.0 Specific Responsibilities
- Compile project financial reports in line with World Bank requirements
- Ensure timely submission of financial reports as per the Financing Agreement
- Participate in planning and budgeting processes in consultation with the Project Coordinator
- Prepare management reports, including budget vs. expenditure variance reports
- Ensure compliance with internal controls and financial regulations
- Meet internal and external financial reporting requirements
- Prepare monthly recurring journal entries and bank reconciliations
- Process payments for project activities
- Assist with month-end closing of project accounts
- Coordinate audits and ensure timely execution
- Support policy development and communicate procedures to implementing partners
- Provide technical support to strengthen financial management capacity in participating countries
- Ensure compliance with disbursement procedures and World Bank guidelines
- Contribute to RAC meetings and co-lead communities of practice as assigned
- Perform other related duties as assigned by the supervisor
4.0 Education Qualifications and Professional Experience
- Bachelor’s and Master’s degree in Finance, Business Administration, or Accounting
- CPA or ACCA professional qualification
- At least 8 years of experience in accounting and financial management
- Experience managing government or donor-funded projects preferred
- Proficiency in MS Office and accounting software
- Experience in international intergovernmental organizations is an added advantage

- An attractive remuneration package will be offered to the right candidate
8.0 Contract Appointment
- Three-year contract, renewable based on performance and mutual agreement
