Job Title: Financial Institutions Manager
Grade: I
Responsible To: Director, PSD & FA

Main Purpose of the Job

The incumbent will be in charge of the Unit and responsible for its overall activities and management. Key responsibilities include establishing proper controls on expenditure, enhancing coordination, and implementing and monitoring the legal aspects of the financial sector.

Main Duties

1. Coordinates Implementation of Financial Inclusion, Sector Financial Policies, and Legislation

1.1 Assesses the legal framework to review, amend, or initiate new regulations to enhance financial institutions’ operations and advises the Government of Lesotho (GoL) on necessary policy or strategy changes.
1.2 Leads the development and implementation of the National Inclusive Finance Strategy and other plans supporting financial sector growth.
1.3 Monitors the relevance of existing legal frameworks governing financial institutions, identifying policy gaps or constraints that require government intervention.
1.4 Conducts stakeholder consultations to develop and review legislation, policies, and strategies related to financial sector development.
1.5 Recommends amendments to financial sector legislation to enhance financial inclusion.
1.6 Develops a work plan and budget for the Unit, guiding the implementation of financial institution policies and projects.
1.7 Designs strategies to promote financial institution development, ensuring adherence to recommended policies, procedures, capacity-building initiatives, and donor support.
1.8 Engages in negotiations with financial institutions and other stakeholders to promote the financial inclusion agenda in Lesotho.

2. Develops Annual Objectives, Work Plans, and Budget

2.1 Develops the division’s work plan and budget, ensuring alignment with departmental objectives and compliance with the National Strategic Development Plan (NSDP) and related strategies.
2.2 Manages and monitors the Financial Institutions Unit (FIU) budget, justifying financial needs against allocations.
2.3 Submits monthly, quarterly, and annual reports as required by the department.

3. Establishes Strategic Partnerships and Implements Resource Mobilization Strategies

3.1 Builds partnerships with UN Agencies, International Financial Institutions (IFIs), government bodies, donors, private sector, and civil society in alignment with UN strategic goals, country needs, and donor priorities.
3.2 Conducts research on donors, prepares substantive briefs on cooperation opportunities, identifies areas for new projects, and actively contributes to resource mobilization efforts.

4. Manages Daily Operations of the Unit, Including Financial Inclusion Projects

4.1 Develops staff capacity through in-house training programs and identifies external training needs for skill enhancement.
4.2 Supervises staff and conducts performance assessments.
4.3 Plans and organizes management and relevant meetings, represents the Ministry of Finance (MoF) in financial inclusion-related meetings, and serves as secretary in all unit meetings.
4.4 Contributes to knowledge networks and communities, identifying best practices and lessons learned.
4.5 Organizes, participates in, or facilitates training and capacity-building programs for stakeholders, government officials, and public institutions on economic and financial sector issues.
4.6 Attends management and other sector-related meetings.

Job Specification

Education and Work Experience:

  • Master’s Degree in Development Finance, Commerce, Development Economics, or LLM in Commercial Law, with at least three (3) years of experience in financial sector development or project management.
  • Bachelor’s Degree in Development Finance, Commerce, Development Economics, or LLM in Commercial Law, with at least five (5) years of experience in financial sector development or project management.

Other Relevant Knowledge:

  • Knowledge of Pensions Law in the public sector.
  • Familiarity with Public Service Rules and Regulations.
  • Understanding of Financial Regulations, including:
    • Financial Institutions Act
    • Money Lenders’ Act
    • Other relevant financial sector legal instruments and regulations.
  • Exposure to various financial sector legal instruments.
  • Computer literacy, especially Project Management Software and Monitoring & Evaluation frameworks, is an added advantage.
  • Strong communication skills.

Other Competencies:
