RTI is an international, independent not-for-profit organization dedicated to improving the human condition through multidisciplinary technical assistance, training and research services that meet the highest standards of professional performance. RTI International is currently in negotiations with its partners on the implementation of the Digital Health Contract included in the Millennium Challenge Corporation’s (MCC) Health and Horticulture Compact’s Health System Strengthening project in Lesotho for a proposed period of performance up to 6 months (base period) and 5 option years following the award. We are currently seeking qualified, experienced, dynamic, and highly motivated candidates for a Finance and administrative position based in Lesotho.

The finance and administration manager based in Lesotho will oversee the management of financial and reporting functions for the project to ensure compliance with the terms of the MCC agreement.  This position will also serve as a human resources liaison, ensuring staff work and timesheets align, and the human resource management requirements are adhered to by the Lesotho based project team. The position will submit financial statements and other cost accounting reports to RTI and ensure adherence to RTI and MCC financial and accounting policies and procedures. The position will interface with Finance and HR functions at the RTI Africa Regional Office (ARO) in Nairobi.

Responsibilities

  • Perform on-going project financial analysis; including ability to conduct various financial analysis, forecast costs, and analyze variances and fee deviations.
  • Provide support for implementation of all Administrative Systems.
  • Support the Digital Health project manager and technical leads to ensure systems are in place to support administrative functions of the project Office, in liaison with ARO.
  • Prepare payment vouchers in support of payments for project activities and suppliers invoices confirming such payments are in accordance with the laid down procedures and policies, accurate, complete, adequately supported by all underlying appropriate documents, correctly coded to appropriate expenses and tracking code and project code.
  • Perform on-going project review including review of actual costs for proper charging and accuracy, review invoices, and support processing payment approvals
  • Provide support in compiling and submission of the monthly project forecasts and resource projection in addition to the financial reports package for the MCC’s Digital Health projects
  • Review contractors, consultants, and vendors’ financial documents in consultation with the program director and RTI’s HQ and ARO
  • Maintain petty cash and make petty cash payments
  • Process payments to contractors, consultants, vendors, and project employees
  • Support preparation of continuation applications/carry over fund budgets; prepare add-on budgets

  • Support the design and implementation of Finance Controls as needed
  • Support revision of fixed assets and all other financial documents as needed
  • Lead a ICT equipment cost analysis, with input from RTI ARO logistics team and project consortium partners; and assist with the development of a procurement plan.
  • Participate in project auditing as needed
  • Assist with administrative duties as needed

Qualifications

  • Bachelor’s degree in accounting, business administration, economics, etc and minimum 6 years of experience or a Master’s degree with one year of relevant experience.
  • Experience in accounting, certification a plus.
  • Experience managing budgets with US government funded project preferred.
  • Ability to understand and interpret policies and procedures as well as the ability to apply them with consistency in a variety of circumstances.
  • Discreet in the judgment and management of confidential matters, materials and sensitive issues.
  • Ability to function independently and carry out routine responsibilities with minimal supervision
  • Ability to answer most inquiries and questions independently and follow up on requests in an efficient manner.
  • Ability to resolve problem situations in a tactful and effective manner
  • Excellent communication skills – both oral and written
  • Demonstrated experience and ability to deal with persons of diverse cultures.
  • Must be proficient in MS Excel and working knowledge of accounting software is preferable. Accpac proficiency would be a plus.
  • Ability to work well in team environment and train partners in financial reporting
  • Ability to follow guidelines and controls required of the position
