Peace Corps/Lesotho is recruiting qualified candidates for the position of Finance Specialist.

This is a full-time position working forty hours per week. Peace Corps/Lesotho offers a competitive salary, excellent medical aid, and other benefits.

The position is based at Peace Corps’ office in Maseru and reports to the Director of Management and Operations (DMO). Under the supervision of the Director of Management and Operations (DMO), the Finance Specialist is responsible for all work of the financial unit including budget formulation, monitoring and documentation of all Peace Corps/Lesotho financial transactions, and serving as one of two warranted contracting officers at Post responsible for all procurement activities.

This is a supervisory position involving oversight and direction of a variety of business management and operations functions, such as procurement of services and supplies, fiscal controls and accountability, management of office staff, and other operational components essential to the overall operations of Peace Corps/Lesotho. Duties require the exercise of initiative and independent judgment in devising, installing, monitoring, and revising new work methods and in applying complex rules, procedures, and regulations.

Preference will be given to candidates who are permanent residents or citizens of Lesotho.

Mandatory Qualifications
 Education: Bachelor’s degree in Business Administration or other four year university degree in a related field. Master’s degree preferred.
 Experience: At least five years’ experience in business administration or related; accounting, finance, or budget management preferred. Work experience should demonstrate increasing responsibility or complexity of tasks over time.
 Computer Skills: Excellent computer skills, specifically Microsoft Office products (Word, Outlook, PowerPoint, Excel).
 Language: Fluent English and Sesotho (written and spoken).
 Job Knowledge: High level proficiency in finance management, administration, and supervision. Prior experience managing large budgets. Knowledge of Lesotho business practices.

 Skills and Abilities:
o Demonstrated ability to work independently and problem solve under pressure with limited supervision.
o Ability to meet deadlines and the highest level of integrity and honesty required.
o Proven ability to manage accounting records and analyze financial transactions, records, and reports.
o Ability to create and manipulate complex financial spreadsheets.
o Ability to understand, interpret, and communicate complex transactions, policies, procedures, issues, and inquiries in English and Sesotho, both written and orally.
 Experience working in a multi-cultural environment.
 Ability to respect confidentiality and handle sensitive information discreetly concerning Peace Corps or its volunteers.

Desired Qualifications

 Previous experience for a United States government agency or previous experience working with United States government financial and budgeting rules
 Excellent negotiation skills
 Previous experience working with procurement and/or contracting
 Previous experience supervising financial and/or administrative staff
 Previous experience delivering training on finance/administrative-related topics
