About MCA

The Millennium Challenge Corporation (MCC) is a U.S. government corporation focused on assisting countries dedicated to good governance, economic freedom, and investing in people. In May 2022, MCC signed a five-year agreement (“compact”) with the government of Lesotho (GoL) aimed at poverty reduction through inclusive and sustainable economic growth in the country.

The Millennium Challenge Account (MCA- Lesotho II), is an entity established by the Government to act as the accountable entity to implement the Compact, with the authority to bind the Government with regard to all Program activities. 

Lesotho Compact

The Lesotho Health and Horticulture Compact aims to benefit 2.5 million people by growing, strengthening, and organizing the private sector in Lesotho and improving the government’s coordination to deliver critical services necessary to support private sector development.

It will achieve this goal through investments in Health System Strengthening, strengthening of the business environment and Market Driven Irrigated Horticulture, providing sustainable income for smallholders and increasing climate resilience by replacing rain-fed subsistence farming with irrigated commercial horticulture in select locations.

The GoL is committed to passing several key reforms that will help make this compact successful, including reforms that address gender equality, working conditions and worker safety, as well as land and water rights. All of the compact’s projects focus on overcoming barriers to the economic inclusion of women, youth, and the rural poor.

Finance Specialist

Objective of this position

Reporting under the Finance Director, the Finance Specialist sustains and oversees the provision of an entire range of financial services and activities, including review of accounting transactions, monitoring and tracking of banking relationships, and coordination of budget management, preparation, and auditing processes.

Primary responsibilities

  • Examine the delivery of a range of financial transactions, including accounts reconciliation, disbursements, transfers, budget control, and audit for consistency and conformity with established MCC/MCA guidelines.
  • Reconcile banking information, records, and reports to determine any inconsistencies and recommend remedial solutions to issues encountered/anticipated.
  • Advise staff on interpretation of all financial transactions and documentation and its compliance to established MCC/MCA financial guidelines
  • Advise partners and other external parties concerning MCC/MCA financial and accounting procedures to promote and maintain synergy in terms of financial management and reporting.
  • Anticipate process gaps affecting the timely provision of outputs expected from budgeting, cash flow, reporting, and auditing activities and recommend remedial measures to the Technical Services Director.
  • Sustain process integrity by consolidating best practices and ensuring conformity of financial documents and transactions with established guidelines and formats
  • Deep understanding on the design and function of primary products/services in multiple areas.
  • Oversee transaction service in multiple areas. Train staff to meet different client needs through adaptive approaches and understanding of related products/services.
  • Develop team-based country/service approaches to improve the presentation of products/services for external clients
  • Participate in the development of MCA policies and operating procedures.
  • Ensure timely production of complete and reliable financial reports.
  • Collaborates with other internal departments to ensure that MCA’s fixed assets registers are up to date and well maintained.
  • Build key client relationships while developing potential collaborations in more complex/dynamic locations.
  • Complete reviews in complex operational environments in a timely manner to sustain service delivery standards.
  • Derive solutions on sustaining quality service delivery standards through continuous information exchanges across internal teams.

Required Competencies

  • Associate Degree in Finance, Accounting, Business Administration, or any related field; supplemental training in MCC policies and practices relative to or organization/delivery of administrative services and programs.
  • A minimum of five (5) years’ experience in similar role and working in a multi-cultural environment would be an added advantage.
  • Prior specific experience in guiding staff and actions towards service delivery of financial functions.
  • Fluency in English essential to communicate in writing and speaking. Knowledge of Sesotho desirable.
  • Substantive Knowledge: Demonstrated capacity gained through adaptive experience to flexibly address issues in process delivery across a range of related services
  • Communication Skills: Demonstrated Skill in building client relationships through addressing needs by adapting process which improves alignment
  • Execution Skills: Demonstrated Achievement through sharing information/insight on improved practices related to service/program delivery
