VACANCY ANNOUNCEMENT: FINANCE OFFICER

The Persons with Disability Advisory Council (PWDAC) invites applications from suitably qualified and experienced candidates for the position of Finance Officer.

Persons with Disability Advisory Council (PWDAC) is a statutory body established under section 4 of the Persons with Disability Equity Act No. 24 of (2021) mandated to equalise opportunities and promote the recognition of the rights of persons with disabilities in Lesotho.

Position Title:
Finance Officer

Reports to:
Administration and Finance Manager

Employment Type:
Full-time

Key Responsibilities and Terms of Reference:
The Finance Officer will be responsible for the effective financial management of the Council. Specific duties include, but are not limited to:

  1. Financial Planning and Budgeting
    • Prepare annual budgets in collaboration with program and administrative staff.
    • Monitor budget execution and advise on financial performance.
  2. Accounting and Financial Reporting
    • Maintain accurate financial records in line with international accounting standards.
    • Prepare monthly, quarterly, and annual financial reports for management and stakeholders.
    • Reconcile bank statements and oversee the proper documentation of all financial transactions.
  3. Compliance and Audit
    • Ensure compliance with national laws, donor regulations, and organizational financial policies.
    • Facilitate both internal and external audits and implement audit recommendations.
  4. Cash Flow and Expenditure Management
    • Monitor cash flow to ensure sufficient funds for operations.
    • Process payments, manage payroll, and maintain petty cash.
  5. Procurement and Asset Management
    • Assist in procurement planning and ensure value-for-money procurement processes.
    • Maintain an updated asset register.
  6. Capacity Building
    • Provide financial orientation to new staff.
    • Support program teams with financial tools and guidance.

Qualifications and Requirements:

  • Bachelor’s Degree in Accounting, Finance, or related field (a professional accounting qualification such as ACCA, CIMA, or CPA is an added advantage).
  • At least 3 years of proven experience in a similar role, preferably in a non-profit or public sector environment.
  • Strong knowledge of accounting software (e.g., Pastel, QuickBooks, Sage).
  • Familiarity with financial regulations and reporting requirements in Lesotho.
  • High level of integrity, accuracy, and attention to detail.
  • Excellent communication and analytical skills.
