JOB SUMMARY
Under the general supervision of the Deputy Director, the incumbent is responsible for supervising the payment process, supervising and accounting for revenue and trust monies collected, banking revenue collected, and supervising accounting staff.
MAIN DUTIES
- To Supervise the Payment Process
1.1 Checks supporting documents against payment vouchers
1.2 Approves, prints, and signs payment vouchers
1.3 Processes the payments
1.4 Submits payment vouchers for examination
1.5 Distributes cheques - To Supervise and Account for Revenue and Trust Monies Collected
2.1 Receives and registers receipt books and revenue stamps
2.2 Issues receipt books and revenue stamps to revenue collectors
2.3 Checks that revenue collected corresponds with receipts issued
2.4 Accounts for cash collected and receipt books issued
2.5 Analyses revenue collected according to the denominations
2.6 Captures revenue collected into the system
2.7 Keeps proper records of all financial transactions related to revenues, expenditures, assets, and liabilities
2.8 Issues acknowledgement receipts - To Bank Revenue Collected
3.1 Prepares collector’s statement and deposit slips
3.2 Deposits collections in the bank
3.3 Accounts for deposits through bank confirmation slips - To Supervise Staff
4.1 Implements the sectional annual operational plan
4.2 Ascertains implementation of individual work plans
4.3 Conducts annual performance appraisals on supervisees to assess performance and identify training needs
4.4 Organises training for accounting staff
4.5 Implements the budget
4.6 Disciplines staff under supervision
JOB SPECIFICATION
Education and Qualifications
- Chartered Accountant / Master’s Degree in Accounting, Finance or Financial Management
OR - General Accounting / CIPFA Advanced Diploma / CIS / Bachelor’s Degree in Accounting, Finance or Financial Management plus at least 2 years’ working experience
OR - Bachelor of Arts in Business Entrepreneurship plus CIPFA Certificate plus at least 5 years’ experience in an accounts environment
OR - CIPFA Diploma plus Diploma in Business Management, Business Studies, or Business Administration plus at least 6 years’ experience in the accounting and finance environment
OR - CIPFA Certificate plus Certified Accounting Technician plus at least 8 years’ experience in the accounting and finance environment
Note: Membership of a recognized accounting or finance professional body will be an added advantage.
OTHER RELEVANT KNOWLEDGE
- Familiarity with Generally Accepted Accounting Principles (GAAP)
- Knowledge of International Public Sector Accounting Standards (IPSAS) and International Financial Reporting Standards (IFRS) is essential
- Familiarity with the Integrated Financial Management and Information System (IFMIS) is an added advantage
- Knowledge of the Public Service Act and Regulations is an added advantage
- Knowledge of Procurement Regulations, Treasury Regulations 2014, and the Public Financial Management and Accountability Act 2011 is an added advantage
- Computer literacy is essential
