Position Title: Finance Officer
Directorate: Finance
Grade: C1
Reports to: Financial and Managerial Accountant
Peer Relationship: All Officer Level Positions
Direct Subordinates: Nil
Internal Liaison: Officer Level Positions, Finance Personnel, and other staff
External Liaison: Suppliers of goods and services and other CHE clients
Purpose of the Job
To assist with the payment processing, recording, cash and banking, and other administrative issues which are finance related.
Key Accountabilities
1. Payment Processing
- Review all invoices for appropriate documentation before preparing payment vouchers and processing payments.
- Ensure compliance with the Lesotho tax laws when processing payments and remit all tax deductions to the Revenue Authority.
- Resolve invoice discrepancies, sort and match for accuracy and set up for payments.
- Reconcile supplier’s statements, research and correct discrepancies.
- Correspond with suppliers and respond to inquiries.
- Send the proof of payments (POP) together with the schedules and collect receipts from suppliers.
2. Data Capturing into the Accounting System and Reporting
- Initiate invoices to HEIs for review of programmes and other debtors as necessary.
- Capture all invoices in the Accounting System and ensure proper coding.
- Assist in capturing of transactions into the Accounting System.
- Assist in the preparation of finance reports on a regular basis in accordance with procedures.
3. Cash Management and Banking
- Assist staff and other CHE committee members to account for unused advanced funds and to place claims where necessary.
- Ensure adequate banking of cash receipts from all different sources, e.g., working advance returns, payments from HEIs, etc.
- Ensure up-to-date and accurate receipt records of all sources of revenue.
- Assist CHE clients with acknowledgment of proof of payments and issuing of receipts as necessary.
4. Finance Office Administration
- Ensure that all processed payment vouchers and supporting documentation are stamped “paid”.
- Maintain all relevant files and documentation thoroughly and accurately in accordance with the CHE finance policy and accepted accounting practices.
- Maintain an up-to-date record of payments register book.

Essential Requirements:
- Qualifications: Technician Accounting, Diploma in Accounting or equivalent
- Experience: At least 2 years related work experience
