Finance Manager
Location: Maseru, Lesotho
Reports To: Executive Director
Supervises: Finance Officer

Sesotho Media & Development (SM&D) is seeking a highly qualified and experienced Finance Manager to strengthen the organisation’s financial management and internal control systems. The position has been created in response to recurring audit challenges and the need for enhanced financial oversight.
The Finance Manager will be responsible for ensuring that all financial operations comply with donor requirements, organisational policies and applicable regulations.
Key Responsibilities
Planning & Budgeting
- Oversee quarterly and annual financial planning and budgeting.
- Supervise preparation of quarterly funding advance requests.
- Chair quarterly work-planning and progress-reporting meetings.
- Coordinate with programme teams on project budgets, expenditure monitoring and revisions.
- Provide financial guidance and analysis for strategic decision-making.
Accounting & Financial Reporting
- Establish and maintain robust project accounting, reporting and filing systems.
- Supervise petty cash management and cash disbursements.
- Manage project banking transactions and bank transfers.
- Oversee monthly bank reconciliations and balance-sheet reconciliations.
- Prepare project financial reports for management review.
- Ensure timely submission of financial reports to donors and regulatory bodies.
Internal Controls & Compliance
- Ensure compliance with SM&D financial policies and international financial reporting standards.
- Monitor project expenditure against legal and donor requirements.
- Verify transactions are correctly allocated to budget lines.
- Identify and report actual or potential financial risks.
- Monitor petty cash and maintain accurate records.
- Strengthen systems and procedures to address audit requirements.
- Maintain records of organisational assets and equipment.
- Ensure VAT compliance and oversee VAT and withholding-tax submissions to the Revenue Services Lesotho.
Audit & Risk Management
- Address and rectify previous audit findings.
- Lead and support internal and external financial audits.
- Implement audit recommendations to prevent recurring discrepancies.
- Ensure financial records remain audit-ready.
- Monitor financial risks and ensure expenditure complies with donor agreements.
Supervision & Leadership
- Supervise, mentor and provide technical guidance to the finance team.
- Ensure the Finance Officer performs duties in accordance with policies and procedures.
- Build financial management capacity across the organisation.
- Foster a collaborative and accountable finance environment.
Minimum Requirements
- Chartered Accountant (CA) qualification from a recognised professional body.
- Minimum 5 years’ relevant experience in financial management within the NGO sector.
- Proven experience working with donor-funded projects, including USAID, EU, UN agencies or similar donors.
- Strong knowledge of GAAP and international financial reporting standards.
- Proven experience in audit preparation and addressing audit findings.
- Advanced proficiency in accounting software and Microsoft Excel.
- Strong analytical, numerical and problem-solving skills.
- Excellent written and verbal communication skills in English.
- Experience in staff supervision and capacity building.
Added Advantages
- Master’s degree in Business Administration or a related field.
- Knowledge of Lesotho’s tax laws and regulatory requirements.
- Experience with multiple donor reporting frameworks.
Key Performance Indicators
The successful candidate will be expected to achieve:
- Audits completed without significant findings within the first year.
- 100% compliance with donor and organisational financial procedures.
- Timely submission of all financial reports.
- Zero instances of fund misallocation or misreporting.
- Successful capacity building of the Finance Officer.
- Up-to-date monthly reconciliation of all accounts.
