Applications are invited from suitably qualified local candidates for the following vacant positions tenable in the Ministry of Natural Resources.

JOB TITLE: FINANCE MANAGER
Grade: I
Responsible To: Director Finance
MAIN PURPOSE OF THE JOB
Under the general supervision of the Director Finance, the incumbent is responsible for preparing annual budget estimates, managing revenue collection, monitoring expenditure, managing cash, and preparing financial statements.
MAIN DUTIES
1. Coordinate Implementation of Financial Laws, Policies, Guidelines, Systems, Procedures and Standards
- Establishes a programme for maintaining controls over financial processes.
- Provides guidance and support to ensure that set standards are met.
- Facilitates training of accounting staff on financial laws, policies, guidelines, systems and procedures.
- Assesses compliance with financial laws, policies, guidelines, systems and procedures.
2. Monitor Implementation of Systems, Procedures and Standards
- Facilitates the implementation of systems and procedures.
- Researches and conducts reviews on systems and procedures to identify areas requiring improvement.
- Recommends changes to improve delivery of services.
- Assesses the impact of the standards.
3. Coordinate Preparation of Annual Budget Estimates
- Presents divisional/departmental priorities for preparation of Budget Framework Papers.
- Facilitates preparation of annual budget estimates.
- Supervises recording of the estimates into the system.
4. Monitor Revenue Collection and Expenditure Against Budget
- Compares actual revenue collected and expenditure against the budget.
- Applies for virement where there are insufficient funds.
- Identifies journal entries required and makes adjustments.
5. Manage Trust Monies
- Posts trust monies received.
- Supervises trust money payments.
- Facilitates reconciliation and preparation of financial reports on trust monies.
6. Monitor Trust Monies
- Verifies bank statements with deposit slips and bank deposit slips with receipts issued.
- Confirms posting of receipts and adjustments into the system.
7. Monitor Reconciliation of Revenue Bank Accounts
- Approves bank statements.
- Reviews reconciliation reports.
- Instructs the bank to make correcting entries.
- Approves and submits reconciliations for certification.
8. Facilitate Provision, Custody and Control of Accountable Documents
- Monitors adherence to standards and procedures for safeguarding accountable documents.
- Monitors usage of accountable documents.
- Manages procurement and distribution of accountable documents.
9. Facilitate Preparation of Financial Statements and Reports
- Supervises preparation of monthly, quarterly and annual financial statements and reports to the Chief Accounting Officer for approval.
- Checks and submits monthly, quarterly and annual financial statements and reports to the Finance Director.
10. Supervise and Manage Staff
- Initiates regular team‑building events to motivate and encourage staff.
- Coordinates formulation and implementation of sectional annual operational plans.
- Allocates duties to accounting staff to ensure implementation of plans.
- Conducts annual performance assessments against set standards and identifies training and development needs.
- Coordinates preparation and implementation of sectional budgets.
- Maintains staff discipline.
JOB SPECIFICATION
Qualifications (Either of the following):
Option 1:
- Chartered Accountant / MBA / any postgraduate degree in a related field
- Plus three (3) years working experience at managerial level in the related field
OR
Option 2:
- Bachelor of Commerce / Business Administration (Accounting) / any recognised related degree
- Plus four (4) years working experience at managerial level in the related field
OTHER RELEVANT KNOWLEDGE
- Knowledge of Public Sector Accounting
- Knowledge of Public Service Act and Regulations
- Knowledge of IFMIS system
- Knowledge of Procurement Regulations, Treasury Regulations and Public Financial Management and Accountability Act
- Computer literacy
