Applications are invited for the following vacant positions tenable at the Ministry of Natural Resources – the Lesotho Lowlands Water Supply Scheme Unit (LLWSSU).

The LLWSS is a bulk water supply designed for the lowlands of Lesotho.

TITLE: Finance Manager
GRADE: Special Grade

RESPONSIBLE TO: Director, LLWSSU
TENURE: 2 Years

JOB SUMMARY
The Finance Manager with expertise in financial management involving multi-donor financing will provide expertise in the development of funding strategy and long-term financial security for the implementation of the Scheme. The officer must have expertise in analysis and interpretation of the finance statements and budgets to guide executive management in making sound business decisions in the long and short term.
The officer shall ensure that there are adequate financial management systems in place and also ensure adherence to the financial management regulations of the funding agencies and the Government of Lesotho (GoL). The officer shall ensure that sound technical practices/methods are applied, and available and necessary data are collected and used when carrying out this assignment.

1. Key Responsibilities
In this role, the responsibilities will include but are not limited to the following:

  • Ensure that adequate financial controls are in place to maintain propriety and proper accountability of expenditure
  • Ensure the financial transactions are properly authorized, recorded, have adequate supporting documentation, filed, maintained and can be easily extracted for the purpose of preparing financial statements and financial audits
  • Monitor budgets and expenditures and contribute to the preparation of budget revision
  • Liaise with Funders to ensure compatibility of the project financial books with their reporting mechanisms
  • Prepare and submit timely, reliable financial documents and financial reports as per financial management regulations of the funding agencies and the GoL and submit to executive management for clearance
  • Establish computer-based monitoring system for expenditures
  • Check and ensure that all the procurement processes and expenditures of the project are in accordance with funding agencies procedures and that of the GoL. These include ensuring receipts are obtained for all the payments
  • Check budget line to ensure that all transactions are booked to the correct budget lines and track financial status and performance to identify areas for potential improvement
  • Contract outside services for tax preparation, auditing, banking, investments and other financial needs as necessary
  • Carry out any other financial assignments as requested by the executive management
  • Deliver quarterly progress report which includes work carried out and planned activities for the next quarter

2. Knowledge and Skills / Competencies

  • Knowledge of financial management policies of multi-lateral financial institutions working in Lesotho and in the SADC Region and that of the GoL
  • Excellent skills in project management demonstrated in previous assignments
  • Proven track record in working effectively within multi-disciplinary teams
  • Computer proficiency and standard office applications, excellent communication, interpersonal and team-working skills
  • Fluency in English
  • Demonstrate experience in preparation of financial reports and budget variance analysis

Qualifications and Experience
An advanced degree in Accounting, Business Administration, Economics, Public Finance Management or any related field with not less than 10 years’ work experience.
At least 5 years’ demonstrated work experience as a financial expert in a multi-donor funded project.
