Applications are invited from suitably qualified local candidates for the following position tenable in the Ministry of Defence:
Position Title: Finance Manager
Salary: M307,008.00 – M361,980.00 per annum
Responsible to: Principal Secretary
Main Purpose of the Job
Under the general supervision of the Finance Director, the incumbent is responsible for preparing annual budget estimates, managing revenue collection, monitoring expenditure, managing cash, and preparing financial statements.
Main Duties
- Coordinate implementation of financial laws, policies, guidelines, systems, procedures, and standards.
- Establish and maintain controls over financial processes.
- Provide guidance and support to ensure compliance with standards.
- Facilitate training of accounting staff on financial laws and procedures.
- Monitor implementation of systems and recommend improvements.
- Coordinate preparation of annual budget estimates.
- Monitor revenue collection and expenditure against budget.
- Manage trust monies and reconcile financial reports.
- Monitor collection and banking of non-tax revenue.
- Approve and review reconciliation reports for revenue bank accounts.
- Ensure custody and control of accountable documents.
- Supervise preparation of monthly, quarterly, and annual financial statements.
- Supervise and manage staff, including performance appraisals and team building.
Job Specifications
- Education:
- Chartered Accountant or equivalent professional accounting qualification plus 4 years senior-level experience in accounting.
OR - Master’s Degree in Commerce (Accounting major) or related field plus 5 years senior management experience in accounting.
- Chartered Accountant or equivalent professional accounting qualification plus 4 years senior-level experience in accounting.
- Other Knowledge:
- Knowledge of Public Sector Accounting and Public Finance and Accountability Act 2011.
- Familiarity with International Public Sector Accounting Standards (IPSAS) or IFRS.
- Computer literacy and experience with IFMIS or similar systems.
- Personal Competencies:
- Strong analytical and problem-solving skills.
- Ability to work under pressure and meet deadlines.
- Attention to detail and results-oriented.
Additional Requirements
- Applicants must pass a competency assessment test.
- All applicants must submit their educational certificates to the Council on Higher Education (CHE), Lesotho for verification and evaluation.
