Applications are invited from suitably qualified local candidates for the following position:
POSITION: Finance Manager

Main Purpose of the Job
Under the general supervision of the Finance Director, the incumbent is responsible for preparing annual budget estimates, managing revenue collection, monitoring expenditure, managing cash, and preparing financial statements.
Main Duties
1. Coordinate Implementation of Financial Laws, Policies, Guidelines, Systems, Procedures, and Standards
1.1 Establish a program for maintaining controls over financial processes.
1.2 Provide guidance and support to ensure compliance with set standards.
1.3 Facilitate training of accounting staff on financial laws, policies, guidelines, systems, and procedures.
1.4 Assess compliance with relevant financial regulations, systems, and procedures.
2. Monitor Implementation of Systems, Procedures, and Standards
2.1 Facilitate implementation of financial systems and procedures.
2.2 Research and review systems and procedures to identify areas for improvement.
2.3 Assess the impact of standards on financial operations.
3. Coordinate Preparation of Annual Budget Estimates
3.1 Present divisional and departmental priorities during preparation of Budget Framework Papers.
3.2 Facilitate preparation of the annual estimates.
3.3 Supervise recording of estimates into the system.
4. Monitor Revenue Collection and Expenditure Against Budget
4.1 Compare actual revenue collection and expenditure against the approved budget.
4.2 Apply for virements where there are insufficient funds.
4.3 Identify and make necessary journal entries and adjustments.
5. Manage Trust Monies
5.1 Post trust monies received.
5.2 Supervise trust money payments.
5.3 Facilitate reconciliation and preparation of financial reports on trust monies.
6. Monitor Reconciliation and Banking of Non-Tax Revenue
6.1 Verify bank statements with deposit slips and receipts issued.
6.2 Confirm posting of receipts and adjustments into the system.
7. Monitor Reconciliation of Revenue Bank Accounts
7.1 Approve bank statements.
7.2 Review reconciliation reports.
7.3 Instruct the bank to make correcting entries.
7.4 Approve and submit reconciliations for certification.
8. Facilitate Custody and Control of Accountable Documents
8.1 Monitor adherence to standards and procedures for safeguarding accountable documents.
8.2 Monitor usage and distribution of accountable documents.
8.3 Manage procurement and distribution of accountable documents.
9. Facilitate Preparation of Financial Statements and Reports
9.1 Supervise preparation of monthly, quarterly, and annual financial statements and submit reports to the Chief Accounting Officer for approval.
9.2 Check and forward monthly, quarterly, and annual financial statements and reports to the Finance Director.
10. Supervise and Manage Staff
10.1 Initiate regular team-building activities to motivate staff.
10.2 Coordinate formulation and implementation of sectional annual operational plans.
10.3 Allocate duties to accounting staff to ensure effective plan execution.
10.4 Conduct annual performance appraisals to evaluate staff performance and identify training needs.
10.5 Coordinate preparation and implementation of sectional budgets.
10.6 Maintain discipline and accountability among staff.
Job Specification
Education and Training
- Chartered Accountant or Master’s Degree in Accounting, Finance, or Financial Management with at least three (3) years of managerial experience in an accounting and finance environment;
OR - General Accounting, CIPFA Advanced Diploma, or Bachelor’s Degree in Accounting, Finance, Financial Management, or Business Administration with at least four (4) years of managerial experience in an accounting and finance environment;
OR - CIS qualification plus General Accounting or CIPFA Advanced Diploma with at least seven (7) years of middle management experience in an accounting and finance environment.
NB: Membership with a recognized Accounting or Finance Professional Body will be an added advantage.
Other Relevant Knowledge
- Knowledge of Public Sector Accounting is an advantage.
- Familiarity with the Public Finance and Accountability Act 2011 and related regulations is an advantage.
- Knowledge of Generally Accepted Accounting Practices (GAAP), International Public Sector Accounting Standards (IPSAS), or International Financial Reporting Standards (IFRS) is essential.
- Computer literacy is a must.
- Familiarity with IFMIS operations or any computerized accounting system is an added advantage.
