VACANCY NOTICE

APPLICATIONS ARE INVITED FROM SUITABLY QUALIFIED CANDIDATES for the following vacant position tenable in the Ministry of Natural Resources, within the Lesotho Lowlands Water Supply Scheme Unit (LLWSSU). The LLWSS is a bulk water supply project designed for the lowlands of Lesotho.

Responsible to: Director – LLWSSU
Tenure: 2 Years

Job Summary

The Finance Manager, with expertise in financial management involving multi-donor financing, will provide expertise in the development of a funding strategy and ensure long-term financial security for the implementation of the Scheme.

The officer must demonstrate expertise in the analysis and interpretation of financial statements and budgets to guide executive management in making sound business decisions in both the long and short term. The officer shall ensure that adequate financial management systems are in place and that all activities adhere to the financial management regulations of the funding agencies and the Government of Lesotho (GoL). The officer shall apply sound technical practices and methods and ensure necessary data is collected and used for effective delivery of this assignment.

Key Responsibilities

In this role, responsibilities will include, but are not limited to, the following:

  • Ensure that adequate financial controls are in place to maintain propriety and proper accountability of expenditure
  • Ensure financial transactions are properly authorized, recorded, supported with adequate documentation, and can be easily extracted for the preparation of financial statements and audits
  • Monitor budgets and expenditures and contribute to the preparation of budget revisions
  • Liaise with funders to ensure compatibility of project financial records with their reporting mechanisms
  • Prepare and submit timely, reliable financial documents and reports in line with the financial management regulations of the funding agencies and GoL
  • Establish a computer-based monitoring system for expenditures
  • Ensure all procurement processes and project expenditures comply with funding agency and GoL procedures, including proper receipts for all payments
  • Check budget lines to ensure transactions are correctly booked and track financial performance to identify areas for improvement
  • Contract external services as needed for tax preparation, auditing, banking, investments, and other financial needs
  • Carry out any other financial assignments as requested by executive management
  • Deliver quarterly progress reports, including work carried out and planned activities for the next quarter

Knowledge, Skills, and Competencies

  • Knowledge of financial management policies of multilateral financial institutions working in Lesotho and the SADC region, and of the GoL
  • Excellent project management skills, demonstrated in previous assignments
  • Proven ability to work effectively within multi-disciplinary teams
  • Computer proficiency in standard office applications
  • Excellent communication, interpersonal, and teamwork skills
  • Fluency in English
  • Demonstrated experience in the preparation of financial reports and budget variance analysis

Qualifications and Experience

  • An advanced degree in Accounting, Business Administration, Economics, Public Financial Management, or any related field
  • At least 10 years of work experience
  • Minimum 5 years’ demonstrated work experience as a financial expert in a multi-donor funded project
