Lesotho Electricity Generation Company (LEGCO) is a statutory body registered under the Companies Act of 2011, registration number 70536, to manage electricity generation in Lesotho.

The mandate of LEGCO is to ensure that Lesotho is self-sufficient in its power supply, starting with the solar generation plant at Ha-Ramarothole, to ensure that base load requirements are met through local generation and to enhance the participation of the private sector in the electricity supply industry.

LEGCO invites applications from suitably qualified candidates to fill the position of Finance Manager on a fixed-term contract tenable at the LEGCO offices in Maseru.

Key Responsibilities

The Finance Manager shall report directly to the Chief Executive Officer.

The main objective of the position is to provide professional financial leadership and oversight of LEGCO’s financial activities, ensuring strict adherence to financial regulations, procedures, and international reporting standards.

The main key responsibilities include:

  • Financial Advisory: Advise the Chief Executive Officer on financial matters and support decision-making on fiscal strategy, compliance and resource allocation.
  • Financial Monitoring: Establish and maintain procedures for monitoring LEGCO’s financial operations, ensuring transparency and accountability.
  • Financial Statements: Determine the format and content of LEGCO’s financial statements in compliance with national and international standards.
  • General Ledger Control: Maintain strict control of the general ledger and prepare monthly management accounts.
  • Bank Reconciliation: Prepare monthly bank reconciliation statements and ensure immediate corrective action on any irregularities.
  • Payment Certificates: Process interim payment certificates submitted by the contractors upon achievement of agreed project milestones.
  • Financial Reporting: Prepare monthly and quarterly reports for submission to LEGCO’s management.
  • Stakeholder Liaison: Engage with bankers, government institutions, such as the Ministry of Energy and Mining, and other stakeholders to ensure smooth financial operations.
  • Internal Controls: Establish and enforce internal financial control systems to safeguard company assets and resources.
  • Budget Development: Lead the preparation of LEGCO’s annual budget in consultation with the Chief Executive Officer and input from professional staff.
  • Expense Control: Monitor and maintain financial control over LEGCO’s expenditures for internal management purposes.
  • Audit Preparation: Prepare expenditure and revenue returns for audit purposes.
  • Asset Valuation & Register: Conduct annual asset valuations and depreciations and maintain an updated asset register.

Qualifications

Applicants must meet one of the following options:

Option 1:

  • MBA in Accounting, Chartered Accounting, or Master’s Degree in Accounting/Financial Management, with a minimum of seven (7) years’ experience in accounting, including a minimum of five (5) years in a managerial position.

Option 2:

  • Bachelor’s Degree in Accounting/Financial Management, with at least fifteen (15) years of relevant experience in accounting, including a minimum of five (5) years in a managerial position.

Preferred Experience

Prior experience in managing project finances will be considered an added advantage.
