The Office of the Auditor-General (OAG) is an independent Supreme Audit Institution in Lesotho. It is responsible for promoting accountability, transparency, and value for money in the use of public funds by providing quality audit services to improve the economic, efficient, and effective service delivery to the citizens of Lesotho. OAG achieves this through audits, and reports on the Government of Lesotho’s Consolidated Fund and Public Stores, to provide an overall opinion on the accounts.

OAG invites applications from suitably qualified local candidates for the following positions:

JOB TITLE: FINANCE MANAGER

RESPONSIBLE TO: DIRECTOR FINANCE

JOB SUMMARY

To provide financial and accounting services in regard to budgeting and planning function for all departments, and presentation of the draft budgets for approval to management of the OAG.

JOB RESPONSBILITIES

  1. Verifies general vouchers and scrutinize all invoices.
  2. Advises on the usage of finances in the different divisions and prepares their related budget items.
  3. Preparation of quarterly budget review and performance reports for submission to the Finance Manager.
  4. Conducts reviews of the OAG financial performance, develops budget forecast and budget adjustments for a suitable institutional financial position.
  5. Prepares and develops the OAG end of year budget performance reports.
  6. Ensures effective coordination of the budget preparation, process, and consolidation of draft sub-budgets from various programmes, divisions, and departments.
  7. Supervises the staff under him/her and formally appraises their performance.
  8. Accesses or receives payment certificates and invoices and verifies the eligibility of the documents for direct payment from the treasury office
  9. Assists the Finance Manager in developing appropriate strategies for budgeting and monitoring all the revenue and expenditure relating to capital development projects and operational activities.
  10. Ensure timely preparation of corporate budget and annual budget by consulting and coordinating all directors and heads of departments.
  11. Submission of the draft consolidated budget to management for presentation to the Ministry of Finance and Auditee committee for discussion, verification, prioritization, endorsement, and approval against set OAG strategic objectives.
  12. Supervision, verification and control of payment vouchers and payment requests against approved budget commitments.

JOB SPECIFICATION

  • Master’s degree in Accounting or Finance, Chartered Accountancy plus five (5) years’ experience ; OR
  • Bachelor’s degree in Accounting or Finance and a minimum of eight (8) years’ experience, four (4) of which must have been at a senior management level in a reputable organisation/government ministry.
  • Membership in a professional body.
