Overview:

With support from the Global Fund (GF) Jhpiego in collaboration with the MOH will be implementing multi-sectoral partnership response project aimed at stepping up universal access to HIV and TB prevention, care and treatment programs in the 10 districts, namely: Leribe, Berea, Maseru, Mafeteng and Mohale’s Hoek, Butha-Buthe, Mokhotlong, Thaba-Tseka, Qacha,’s Nek and Quthing. The project is funded by Global Fund through the Government Principal Recipient (PR), Project Management Unit (PMU). This is to intensify a systematic search for TB individuals who would not present to a health facility and bringing them into care. The focus is on improving early TB case detection by reducing delays in presentation to a health facility and reducing TB transmission in the community, in schools, prisons and at the workplace.

Under the leadership of the Finance Director, the Finance Manager, will ensure a high level of resource stewardship, strict financial accountability and financial risk management while ensuring the effectiveness and robustness of the Jhpiego TB Care and Prevention interventions financial management systems, processes, and practices while implementing according to both Jhpiego and Global Fund Financial policies.

Finance Manager (THEBE project)

Responsibilities

  • Manages financial management services, needs and delivery challenges.
  • Identifies and implements improvement solutions, as needed, to minimize exposure to financial risk.
  • Develops and manages financial processes in accordance with policies and provide proactive service delivery.
  • Provide direction and coordination of effective budget development and management, ensuring accuracy and consistency of financial data and safeguarding of resources.
  • Managing Jhpiego’s financial accounting, monitoring and reporting systems in support of the Lesotho program.
  • Review and update financial policies and procedures.
  • Manage the financial and compliance aspects to MOF-PMU and Jhpiego guidelines, in collaboration with the Finance Administrator/Manager in Baltimore; and ensure that expenses are incurred consistent with grant agreements.
  • Ensure the required financial controls are in place and adhered to; prevent over-expenditure of budgets; ensure proper safeguards of funds, and ensure compliance with established MOF-PMU, JHU and Jhpiego financial and accounting procedures.
  • Monitors accurately all bank accounts relevant for the program, administer and supervise the funds transferred from Baltimore to the local bank account/s
  • Reviews, reconciles and monitors all accounts, including major project operating accounts, advances given to project staff, motor vehicle fuel purchases, and petty cash operations involving cash advances.
  • Prepares monthly project reimbursement/billing requests and accompanying financial reports for submission to MOF-PMU, Jhpiego Baltimore through the Finance Director
  • Ensures timely and accurate submission of reports.
  • Supervises staff members, including the Finance Officer and ensures that they achieve their set objectives.
  • Conducts their annual performance appraisals and makes recommendations for training or development where necessary.
  • Provides technical support to project staff in financial management accounting; provide opportunities for training and orientation in finance and accounting.
  • Leads the transition of financial accounting system to QuickBooks.
  • Oversees all internal and external audit processes.
  • Ensure procurement and property management policies and procedures are in line with best practices and compliant with Jhpiego and Global Fund policies.

Qualifications

  • Degree in Accounting, Finance, or related field
  • Minimum of seven (7) years of post-qualification experience in financial management with at least 5 years in a senior position in a reputable NGO or development agency.
  • Experience in managing Global Fund cooperative agreements and/or contracts
  • Knowledge of international, Global Fund and USG donor agencies and private sector foundations and experience in proficiently handling donor funded projects.
  • Experience in planning, developing and implementing the program budget, to ensure cost effectiveness.
  • Communication and interpersonal skills – Strong written and oral communication skills and experience in Finance policy/SOP writing
  • Strong management skills with ability to train, mentor and supervise staff.
  • Exceptional presentation and customer relationship skills including strong written and verbal communication skills. Able to effectively communicate with senior management, donors, third party vendors, finance staff, as well as non-finance staff.
  • Excellent analytical skills.
  • Understanding of Global Fund rules and regulations
  • Excellent interpersonal skills and ability to deal with staff at all levels.
  • Tax and local requirements Knowledge – In depth knowledge of Lesotho income tax regulations and other local requirements.
