The Office of the Auditor-General (OAG) is an independent and autonomous body and is the Supreme Audit Institution in Lesotho. OAG is responsible for auditing government revenue and spending and to oversee the management of public funds and the quality and credibility of government’s reported financial data.

OAG invites applications from suitably qualified local candidates for the following positions:

RESPONSIBLE TO  :     DIRECTOR FINANCE & ADMINISTRATION

RESPONSIBLE FOR   :     SENIOR FINANCE OFFICER

CORE DESCRIPTION

Under the direct supervision of Finance Manager, the Senior Finance Officer is responsible for maintaining financial control of the day-to-day operations within the finance services including the provision of procurement support, as well as maintaining and updating accounting procedures and delegations, preparing monthly reconciliations and assisting in the preparation of annual financial statements.

JOB RESPONSIBILITIES

•     Interprets financial laws, policies, guidelines, systems and standards

•     Trains accounting staff on financial laws,  policies,  guidelines,  systems, procedures and standards.

•     Coordinates budget preparation, process and consolidation of draft sub- budgets from various directorates.

•     Advises on the usage of finances in the different directorates and prepares their related budget items.

•     Conducts reviews of the OAG financial performance, develops budget forecast and budget adjustments for a suitable institutional financial position.

•     Prepares and develops the OAG end of year budget performance reports.

•     Posts collections into the system.

•     Posts bank transfers to update cash account in the system.

•     Posts adjustments in the system to correct errors.

•     Formulates and implements sectional annual operational plan.

•     Coordinates development of individual work plans.

•     Monitors implementation of sectional operational plans.

•     Conducts annual performance appraisals on individual supervisees to assess performance against the set standards and to identify training and development needs.

QUALIFICATION

•    Master’s  degree  in  Accounting/Finance  or  any  related  field  from  a recognised institution.

•    Full member of a professional body

EXPERIENCE

•    Should have a minimum of four (4) years as Finance Officer

•    Knowledge of governmental and donor funding policies and procedures
     and strong understanding of public sector structures, reporting, and accounting will be an added advantage.

OR

•    Bachelor’s degree in Accounting/Finance or any related field from a
     recognised institution.

•    Full member of a professional body

EXPERIENCE

•    Should have a minimum of six (6) years as Finance Officer

•    Knowledge of governmental and donor funding policies and procedures
     and strong understanding of public sector structures, reporting, and accounting will be an added advantage.
