CALL FOR EXPRESSIONS OF INTEREST (EOI):FINANCE CONSULTANT

Surplus People Project (SPP) was established in February 1980, initially as a national research project focusing on the apartheid government’s programme of forced removals. Published in 1983, the seminal research comprised five volumes, titled Forced Removals in South Africa: The SPP Reports. The research formed the basis for SPP’s early work and saw the organisation continue to position itself against the apartheid state in supporting and publicising community struggles against forced removals and for secure land tenure. SPP went on to work alongside the first democratic government to advance land reform in South Africa.

With a current focus on land and agrarian transformation, SPP believes that systemic change can only be realised through social mobilisation and movements that advance alternatives from below. To this end, organised and mobilised community groups, which form the base of any movement, are at the heart of all the work delivered by SPP.

SPP’s work is concentrated in the Northern and Western Cape Provinces, with offices in Cape Town, Springbok and Vredendal.

SPP seeks the Service of a Part-Time Finance Consultant/Consultancy to be based in Cape Town.

The consultancy will commence as soon as possible and end on 31 December 2021. Subject to performance and mutual fit, the consultancy may be renewed for further periods.
The Finance Consultant will primarily support the Finance & Operations Manager (FOM) with the responsibility of the day-to-day management of the organisation’s finances to ensure that funds are managed and accounted for in an effective and sustainable manner.

Service Required:
Accounting and Cash Flow Management:
Prepare financial reports and presentations (including analysis and advice) for Management and Board meetings;
Prepare donor reports as per the Contractual/Agreement requirements;
Assist with managing the organisation’s cash flow;
Assist with managing the revenue forecast to ensure that it is accurate and complete;
Assist with audit preparations to ensure timeous, efficient and successful statutory and project audits.
Budgeting:
Monitor actual expenditure against budgets, identify variances and advise accordingly;
Prepare the organisational and donor budgets;
Review donor files and records and ensure compliance based on the contractual obligations.
General:
Identify areas for potential cost savings and/or improved efficiency;
Review the financial policies and procedures and its implementation and advise accordingly;
Conduct training on finance requirements for staff and partner organisations, when required;
Assist the Finance & Operations Manager in Identifying and managing risk;
Assist in ensuring that the organisation complies with all regulatory reporting, i.e. SARS, CIPC etc.;
Review financial controls and systems and assist in ensuring compliance with all relevant regulations;
Provide advice and other required accounting services.
Requirements:
Extensive accounting experience, particularly with donor-funded NGOs
Bachelor of Commerce/Accounting Degree or similar (ideally a Chartered Account)
