Purpose of the Position

The Finance and Procurement Manager will be responsible for ensuring effective financial control, reporting, budgeting, and procurement practices in line with organizational policies and Lesotho Laws. The position requires a strategic thinker with strong analytical and leadership skills who can maintain accountability, transparency, and compliance across financial and procurement processes.

Key Responsibilities

Finance Management

  • Maintain accurate and timely financial records in accordance with International Financial Reporting Standards (IFRS).
  • Oversee budgeting, forecasting, cash flow management, and financial reporting.
  • Ensure compliance with Lesotho tax laws and legal requirements.
  • Manage internal audits and implement audit recommendations.
  • Prepare monthly, quarterly, and annual financial statements and reports.
  • Monitor grant and donor fund utilization, ensuring proper documentation and reporting.

Procurement and Asset Management

  • Oversee procurement planning and execution in line with procurement policy.
  • Ensure competitive and transparent procurement processes.
  • Maintain and update procurement and assets registers.
  • Monitor supplier performance and compliance with contractual obligations.
  • Develop procurement reports and updates for management and donors.

Compliance and Internal Controls

  • Ensure strict adherence to financial and procurement policies.
  • Implement internal controls to safeguard organizational assets and funds.
  • Ensure that all transactions are supported by proper documentation.

Team Leadership and Capacity Building

  • Supervise and mentor finance and procurement staff.
  • Provide capacity-building support to team members and relevant departments on financial procedures and procurement best practices.

Travel

  • Undertake regular administrative visits (approximately 30% travel)
  • Travel outside Lesotho may be required.



Minimum Requirements

  • Bachelor’s degree in Finance, Accounting, Business Administration, or related field (Postgraduate qualification preffered)
  • Professional certification (e.g., ACCA, CIMA, CA preferred)
  • Must be a member of the Lesotho Institute of Accounts (LIA)
  • Minimum of 5 years of progressive experience in finance and procurement management, preferably in an NGO or international development context.
  • Proven experience managing donor-funded projects and audits.
  • Strong understanding of Lesotho’s labour and procurement regulations
  • Proficiency in accounting software (e.g., QuickBooks, Sage)
  • Excellent organizational, analytical, and communication skills.
  • Valid passport and willingness to travel regionally and internationally.
  • Must be a Mosotho or a permanent resident in Lesotho.

Preferred Languages

Proficiency in English and Sesotho is required; knowledge of French is an added advantage.

Duration of Assignment

This position is dependent on donor funding and offered as a one-year performance-based contract, renewable based on satisfactory performance.
