FINANCE AND OPERATIONS MANAGER – MASERU
Job Summary
The Finance and Operations Manager oversees all financial management, operations, and administrative functions of AHF Lesotho. This position ensures strong financial controls, compliance with AHF policies and regulations, and local statutory requirements while supporting efficient program implementation. The role is critical in safeguarding organizational assets, ensuring value for money, and enabling smooth day-to-day operations of the country program.
Essential Duties and Responsibilities
1. Financial Management & Accounting
- Provide overall oversight and management of AHF Lesotho’s financial operations, ensuring compliance with AHF financial policies, donor requirements, and local statutory regulations.
- Serve as the primary liaison between AHF Lesotho and the contracted accounting firm handling day-to-day accounting, bookkeeping, and payment processing.
- Review, validate, and approve financial transactions, payment schedules, and supporting documentation prepared by the accounting firm before submission for authorization.
- Ensure the accounting firm maintains accurate, complete, and timely financial records in line with AHF standards and reporting timelines.
- Review monthly management accounts, bank reconciliations, and financial reports prepared by the accounting firm and address discrepancies or issues promptly.
- Coordinate preparation and submission of monthly, quarterly, and annual financial reports to AHF headquarters and donors, in collaboration with the accounting firm.
- Monitor budgets, forecasts, and cash flow projections, and provide financial analysis and guidance to management.
- Ensure proper filing, retention, and accessibility of all financial documentation, whether maintained internally or by the accounting firm.
- Oversee statutory payments, tax filings, and financial compliance processes executed by the accounting firm, ensuring accuracy and timeliness.
- Support internal and external audits by coordinating with the accounting firm and ensuring timely resolution of audit queries and findings.
2. Internal Controls & Compliance
- Maintain strong internal controls to prevent fraud, waste, and abuse.
- Ensure compliance with AHF policies, donor requirements, and Lesotho statutory regulations (tax, labor, audit).
- Coordinate internal and external audits and ensure timely resolution of audit findings.
- Support risk assessments and implement mitigation measures.
3. Operations & Administration
- Oversee procurement, logistics, inventory, and asset management in line with AHF policies.
- Ensure proper management and maintenance of office facilities, vehicles, and equipment.
- Supervise contracts with vendors, service providers, and landlords.
- Ensure compliance with procurement procedures and value-for-money principles.
4. Human Resources & Payroll Support
- Support HR functions related to payroll processing, benefits, and staff advances.
- Ensure payroll accuracy and compliance with local labor laws and AHF policies.
- Maintain staff personnel files related to finance and benefits documentation.
- Provide financial input into staffing plans and cost analyses.
5. Program Support & Coordination
- Work closely with program teams to ensure budgets align with program objectives.
- Provide financial guidance to program managers for planning and implementation.
- Monitor expenditure against budgets and advise management on variances.
- Support donor reporting and grant financial management as required.
6. Capacity Building & Supervision
- Supervise and mentor finance and operations staff.
- Build staff capacity in financial policies, procedures, and compliance.
- Promote a culture of accountability, transparency, and teamwork.
Education and Experience
- Bachelor’s degree in Accounting, Finance, Business Administration, or related field (required) Master’s degree will be an added advantage.
- Professional accounting qualification (ACCA, CPA, CA) is an added advantage.
- A minimum of 5 years’ experience working with clients in HIV/AIDS programs, public health institutions, community services or medical setting.
- Minimum of 5–7 years of progressive experience in finance and operations management.
- At least 3 years in a managerial or supervisory role.
- Experience working with NGOs or international organizations preferred.
- Experience with donor-funded programs and audits is an advantage.
- Should have strong interpersonal and communication skills both verbal and written.
- Ability to function under dynamic circumstances and proficiency in computer skills.
