About WLSA

Women and Law in Southern Africa Research & Education Trust (WLSA) – Lesotho is an NGO dedicated to the socio-economic, political, and legal advancement of women and children in Lesotho. Since 1989, WLSA has been at the forefront of facilitating gender integration in the prevention and protection against Violence Against Children (VAC), Gender-Based Violence (GBV), and response services across the country. The organization provides post-violence care services to create an enabling environment for the uptake of health services, particularly SRHR, HIV, and TB, aiming to achieve gender equality in the development process.

WLSA is currently implementing a Global Fund-supported grant under Grant Cycle 7, in collaboration with the Ministry of Finance and Development Planning Project Management Unit (MOF PMU). This project focuses on Community System Strengthening for Human Rights and Addressing Gender Barriers to HIV and SRH Services and is implemented in the six districts of Leribe, Butha-Buthe, Thaba-Tseka, Quthing, Qacha’s Nek, and Mokhotlong. The advertised position is subject to the availability of funds.

Job Description

The Finance and Administration Officer oversees and ensures the provision of a full range of financial services and activities, including:

Key Responsibilities:

  • Prepare payment vouchers, register them, and process other payment requests for goods and services, ensuring valid supporting documents and obtaining authorization and approval.
  • Develop budgets for all departments at WLSA.
  • Review journals and prepare financial reports (monthly and quarterly).
  • Facilitate training for key staff on financial policies.
  • Review and recommend updates for financial policies in line with international reporting standards.
  • Ensure compliance with procurement policies as part of the organization’s procurement structures.
  • Reconcile discrepancies or errors by working with employees and/or clients.
  • Conduct spot checks to review compliance with WLSA policies.
  • Collect and enter data for financial spreadsheets weekly.
  • Coordinate district teams for advance issuance and timely adjustment of training documentation.
  • Ensure completeness of supporting documents, including verifying signatures, cross-checking attendance sheets, and confirming payments.
  • Post all vouchers into the transaction spreadsheet daily for review by the Finance Manager.
  • Work efficiently under minimal supervision, even under extreme pressure and tight deadlines.

Qualifications and Experience

  • Associate Degree in Finance, Accounting, or a related field.
  • Honesty, strong commitment, and accuracy in record-keeping.
  • Ability to work as part of a team.
  • Demonstrated skills and competency in confidentiality.
  • Knowledge of accounting packages.
  • Advanced Excel skills.
  • Strong planning, budgeting, and organizational skills.
  • Fluency in English and Sesotho.
  • IT skills, including proficiency in MS Office and accounting software (mandatory).
  • Excellent communication and interpersonal skills.
  • Minimum of 5 years of experience in the NGO sector, budgeting, and donor reporting (added advantage).
