Finance and Administration Officer

About Us
Founded in 1981, the Alliance Française de Maseru is a registered association in Lesotho. Its core missions are:
- Promoting the teaching of French language in Lesotho
- Organizing cultural events and supporting local artists
- Maintaining the Maseru Library
The association is guided by an elected Board, with daily operations managed by the Director.
Position Overview
The Finance and Administration Officer reports to the Director/Consul of France in Lesotho. This role involves preparing financial statements, maintaining cash controls, supervising payroll, managing accounts receivable and payable, and supporting administrative operations including HR, procurement, and office management.
Core Responsibilities
Finance
- Record transactions in QuickBooks and maintain financial records
- Prepare accounts receivable invoices and maintain accounts
- Process approved payments via Enterprise Online Banking
- Manage asset and inventory registers
- Perform monthly bank reconciliations
- Maintain petty cash and prepare monthly cash reports
- Ensure timely banking and proper record keeping
- Extract and reconcile data from Arc en Ciel with QuickBooks
- Prepare annual and project budgets, monitor spending
- Draft financial statements and audit documentation
- Ensure compliance with procurement procedures
Human Resources
- Prepare payroll, PAYE tax calculations, and monthly reports
- Maintain employee files and ensure accurate benefits and leave tracking
- Manage employment information updates
- Assist with leave applications and tracking
- Prepare annual severance pay provision schedule
- Monitor labour code compliance
- Support HR policy development and implementation
Administration
- Maintain insurance coverage
- Assist in organizing official visits, cultural events, and consular activities
- Update staff and partner parking lists
- Coordinate with Finance and Admin Assistant on equipment and premises security
- Liaise with maintenance and logistics officer for repairs and upkeep
- Draft partnership agreements for cultural facilitators and partners
- Manage stationery and digital equipment usage
Qualifications
- Degree in General Accounting, Administration, or related field
- Chartered Accounting qualification is an added advantage
- Minimum of 2 years’ experience in Finance and Administration
- Experience with QuickBooks or Sage One
- Proficiency in Microsoft Office
- Strong multitasking, prioritization, and time management skills
