The Orange-Senqu River Commission (ORASECOM) (the Recipient) has received financing grant from its State Parties towards the cost of the Preparation of the Lesotho-Botswana Water Transfer Project (L-BWT) and intends to apply part of the agreed amount to payments under the contracts for management staff positions of the Project Management Office (PMO) of the L-BWT. The PMO will be based in Maseru, Lesotho.  

VACANCIES   ORASECOM is looking for a suitable candidate for the following position: –   

FINANCE AND ADMINISTRATION OFFICER  

Responsibility: 

Ensure an effective and efficient financial management and administrative service for the Lesotho-Botswana Water Transfer Project (L-BWT), through:-

(i) provision of project accounting services e.g. maintenance of accurate financial records for the L-BWT and ensuring the efficient and effective processing of finance information; submitting monthly and quarterly reports within the stipulated deadlines; managing the payment processes and ensuring that the payments are in line with financial policies and procedures of ORASECOM; ensuring proper financial management and processes that will always lead to unqualified financial audit results; managing cash and bank transactions and completing account reconciliations for the Project; ensuring financial controls are in place and complied with and contribute to the improvement of financial policies and procedures; and

(ii) provision of administration services e.g. ensuring that the office is, as necessary, equipped with services and functioning smoothly (utilities, Information Technology (IT), communications, stationery etc.); being the first point of contact locally; managing relations with the key service providers for travel, ticketing, visa, hotel bookings, conferencing, IT, Security and office cleaning; leading the process of identifying and contracting service providers; maintaining and developing efficient electronic and paper filing systems to support own work and that of the Project; and maintaining contact details and database of service providers, hotels, conference and travel agencies.   

Requirements:  

(i) At least a Bachelor’s Degree in Accountancy or Business Administration and any Other Relevant Field;

(ii) At least 5 years’ experience with managing accounts for projects;

(iii) Demonstrate finance experience including the use of computerized accounts system and proven experience of working in finance environment;

(iv) Demonstrate experience in arranging logistics and travel support;

(v) Managing administrative and human resources functions independently;

(vi)Records management;

(vii) Working as part of a multi-disciplinary team; and

(viii) Prior experience in a similar role and familiarity with the Orange-Senqu River Basin will be an added advantage.  

Reporting: The successful candidate will report to the Project Coordinator, at the PMO.  

FOR EACH POSITION  

A. Term: One-year contract, renewable based on performance and possibility of extension of the project (tentatively estimated to cover the period February 2021 to March 2022).  

B. Payment: A cost-to-the-company monthly remuneration will be negotiated with the successful candidate based on budget and experience.   

C. Duty Station: The position will be based at the PMO office, to be established in Maseru, Lesotho. The ORASECOM Secretariat will help with obtaining of a work permit for a successful candidate, if required. The successful candidate will therefore be required to reside in Maseru at his or her own cost.
