Feasibility Study for the Proposed Southern Region Court Complex – Mohale’s Hoek
Tenders are hereby invited from both local and international consultancy firms. Local firms must be registered with the Building Design Services of the Ministry of Public Works and Transport, while international firms must be duly registered with the relevant authorities in their respective countries.
Interested firms are requested to submit separate technical and financial proposals for the feasibility study of the proposed Southern Region Court Complex in Mohale’s Hoek.
Scope of Services
A consulting firm, consortium, or joint venture is invited to tender for the following services:
• Geotechnical Investigation
• Land Survey (Cadastral and Topographical)
• Environmental and Social Impact Assessment (ESIA)
A preference margin shall be granted in accordance with the Lesotho Procurement Act 2023.
Note: All potential consultants are advised that companies providing services to the Government of Lesotho must be in compliance with their tax obligations.
Consultants must attach valid certified copies of the following documents:
• Tax Clearance Certificate
• Trader’s License
Terms of Reference
The Terms of Reference and related documents will be available for collection from Monday, 2nd June 2025, between 09:00 and 15:00 hrs at the Procurement Unit, High Court, upon payment of a non-refundable fee of M3,000.00, payable at the Accounts Office, Ground Floor, High Court Building.
Mandatory Site Visit
A mandatory site visit will be conducted on Wednesday, 11th June 2025.
All bidders are expected to assemble in Mohale’s Hoek, outside the Magistrate Court premises at 11:30 AM.
Submission Details
Bidders must submit:
• One (1) original and four (4) additional copies of each proposal
• Proposals must be in separate sealed envelopes marked Technical Proposal and Financial Proposal, and both placed in one sealed envelope clearly marked:
“Bids for the Feasibility Study for the Proposed Southern Region Court Complex in Mohale’s Hoek”
Submissions must be deposited in the Tender Box, located on the 1st Floor of the High Court Building, outside the Procurement Office, by Friday, 27th June 2025 at or before 12:00 hrs.
Tenders will be opened on the same day at 12:15 hrs in the presence of bidders or their representatives who choose to attend.
Evaluation Criteria
• The minimum technical score required to qualify for financial proposal opening is 65 points
• Evaluation will be based on:
- Conformance to specifications
- Technical and financial capability
- Evidence of acceptable after-sales support
- Service record
- Margin of preference (as per the Public Procurement Act 2023)
Right to Reject
The Government of Lesotho reserves the right to accept or reject any or all bids.
