EXPRESSON OF INTEREST FOR FEASIBILITY STUDY FOR LOCALIZATION OF SALES OF DIAMONDS

BACKGROUND

The Ministry of Mining is charged with responsibility to maximise the economic benefits that Lesotho can get from the Diamond mining industry. One of the ways to do this is to establish industries on down-stream activities. The Ministry wishes to review and test its diamond marketing and sales principles. The Mining and Minerals Policy calls for establishment of the Diamond Centre, re-establishment of diamond digging and the establishment of the diamond cutting and polishing industry.

OBJECTIVE

The Ministry wishes to embark on the feasibility study on how best the Lesotho diamond production can be made available locally and to study the viability and options for beneficiation industries. The Ministry therefore, requests consultancy from suitably qualified firms to undertake a comprehensive analysis for the establishment of a diamond centre and localisation of downstream beneficiation activities in Lesotho.

QUALIFICATION AND EXPERIENCE

Owing to the risk that diamond bourses pose to the collapse of mining industry as seen from other countries;

  1. The consultant is expected to be highly reputable and must demonstrate knowledge of operation of the mining industry.
  2. The successful applicant must be able to demonstrate complete independence; applicants will be required to disclose any working or personal relationships, past or present with any of the diamond mining companies in Lesotho or their affiliates.
  3. Interested firms are expected to have had extensive experience in developing, running and/or setting up diamond marketing and trading platforms. Have a strong link with reputable diamantaires and known jewellers.

GENERAL TERMS OF APPOINTMENT

The firm will be expected to perform the following functions:

  1. In depth analysis of world diamond supply and demand, industry liquidity and anticipated market trends.
  2. Analysis of regional diamond centres.
  3. Ascertain the strength of Lesotho production in the international diamond market.
  4. The feasibility and viability of establishing a diamond centre taking into consideration the whole lifecycle of the project, revenue streams and the country’s diamond resources.
  5. Advise the government on other possible avenues for localisation of diamond sales, alternative channels for diversification of downstream revenue streams and diamond revenue optimisation.
  6. Conduct value for money analysis.
  7. Prepare a risk analysis report of the project and recommendations for management of the risk.
  8. Advise on the financing of the project reflecting associated costs and income.
  9. Diamond sorting utilising own equipment, including updated rough diamond price book and software, in particular, will be dealing with exceptional stones, therefore experience is required.
  10. The transfer of the necessary knowledge and skills in the above areas to Department of Mines’ relevant officers.
  11. Advise Government on its role and the necessary legislative requirements
  • Bidding document including detailed terms of reference will be sent only to short-listed firms that meet the requirements. The Ministry is not bound to accept any proposal and may cancel the process at any time without justifications to the applicants.

Interested companies should submit the following cooperate documents

  • Name, address, and profile of applicant.
  • Name, address, and profile of parent company and any subsidiary/s that would have primary responsibility for this expression of interest.
  • Describe ownership of and list principal shareholders of the interested entity/s and parent company/s, including any ultimate controlling shareholders.
  • Describe how the interested entity is organized, its overall size in terms of numbers of employees, number of country/regional offices, and size of the firm.
  • Names and brief resumes’ (CVs) of key personnel who would be directly responsible. Information to include: telephone, fax, email addresses and the name of the company.

SUBMISSION AND DEADLINE

Interested Candidates should submit their expression of interest.

The expression of interest must be submitted in a sealed envelope bearing no identification of the consultant/company and must be clearly marked “(FEASIBILITY STUDY FOR LOCALIZATION OF SALES OF DIAMONDS)”. The expression of interest must be deposited in a tender box at the Procurement Unit, Ministry of Mining, LDNC Block A, Level 4 on or before the 21st  December, 2021 at 12 noon. The expression of interest will be opened on the same day at 1430hrs in the presence of company’s representative/s who may choose to attend. Electronic submission will not be allowed and late submissions will be rejected.

The expression of interest must be delivered in one (1) original and two (2) copies
