Family Planning/Reproductive Health (FP/RH) Senior Advisor (Contingent on Funding)
Role Purpose:IPPF is recruiting for a Family Planning/Reproductive Health (FP/RH) Senior Advisor for an anticipated five-year, multi-country, USAID-funded Activity that will improve global equitable, affordable, and sustainable access to family planning and reproductive health (FP/RH) information, products, and services. This position is contingent upon award and annual funding from USAID. IPPF’s FP/RH Senior Advisor will have the overall responsibility of leading the design and implementation of programs to advance USAID’s goal of local capacity strengthening, and engagement of local partners and stakeholders in scale-up of evidence-informed and rights-based FP/RH service delivery. The position will oversee the technical work of staff and partners in eventual implementation countries, to be determined.

Context of Role:

The Activity is expected to focus primarily on FP/RH outcomes, at the system, facility, provider, community, and client levels, and support countries to constructively and creatively address persistent issues related to health access, equity, and quality of care, particularly for adolescents and youth.

Deliverables:

  • Provide technical assistance and capacity in specific areas of expertise such as FP/RH demand creation and service delivery, in alignment with HIPs.
  • Create plans, programs, and learning strategies and frameworks to advance innovative FP/RH practices and HIP scale-up
  • Develop innovative strategies and approaches for accessing underserved populations, including engagement of marginalized groups and collaboration with non-health sectors, such as feminist groups, climate/environment organization, and the private sector
  • Ensure the FP/RH Activity is evidence-based, local policy-aligned, and responsive to national stakeholders and USAID
  • Develop and maintain strong working relationships and functional neworks with USAID Bureau of Global Health, USAID missions, local implementing partners, private sector partners and other key stakeholders to maximize resources and avoid duplication of effort
  • Provide leadership and strategic design and direction to the program and its stakeholders regarding:
    • improving FP/RH access, equity, and quality of care, particularly for adolescents and youth
    • implementing policies and programs for sustainable scale-up of High Impact Practices (HIPs)
    • working with national stakeholders on FP/RH program innovations and meaningful engagement of adolescents and youth
  • Represent IPPF and the FP/RH Activity to promote progress, achievements and lessons learned to donors, other key stakeholders, and through meetings, conferences, and presentations
  • Develop and oversee capacity strengthening processes related to program plans

Reporting/Management Responsibility:

  • Coach, supervise, and manage a team of highly qualified staff and consultants and align their efforts to ensure rapid and sustainable results (Specific direct report positions to be determined)
  • Oversee the quality, preparation, and timely submission of project reports to donor
  • Work with finance and program staff to develop and track budgets
  • Work with Performance and Impact staff to develop monitoring, evaluation, and learning frameworks and effectively track performance and impact
  • Work with the Project Director to ensure compliance with IPPF policies and US government rules and regulations

Expertise:

  • Advanced degree in public health or a related field
  • Significant experience successfully managing large, multi-year, successful global health development programs related to capacity strengthening for public and private sector
  • Experience designing and leading donor-funded, global health capacity strengthening programs
  • Experience implementing USAID programs, ideally in more than one country
  • Strong working familiarity with USAID regulations and policies
  • Understanding of USAID localization policies and tools
  • Proven experience in program planning, systems building, start-up, and close-out
  • Staff recruitment and skills-building to meet dynamic program needs
  • Expertise in research to practice—identifying and adapting best practices in capacity building to specific project contexts

Skills:

  • Excellent skills in facilitation, team building, and coordination
  • Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with USAID Bureau of Global Health, USAID missions, host-country stakeholders
  • Ability to coach, mentor and develop technical capacity in regional and national projects and technical staff
  • Excellent verbal, written interpersonal and presentation skills in English is required
  • Preferred skills are language proficiency in an additional language (specifically French, Portuguese)
