Overview:

Baylor College of Medicine Children’s Foundation – Lesotho. Baylor College of Medicine Children’s Foundation – Lesotho (BCMCFL), is the result of a public-private partnership between Baylor College of Medicine International Pediatric AIDS Initiative and the Government of Lesotho, and is a legal, non-profit/tax exempt organization registered in Lesotho. BCMCFL provides free paediatric and family-centred HIV and tuberculosis prevention, care, treatment and support, serving thousands of children and families affected by HIV, TB, or other child health conditions.

BCMCFL is looking for a highly qualified local candidate for the following position, which is available on a full-time, Fixed-Term Contract basis. This position is based at Maseru Center of Excellence (COE).

Position: Facilities Manager

Duties and Responsibilities

Position Description

The Facilities Manager is responsible for the effective and efficient management of the Foundation’s physical infrastructure and working environment, including buildings, equipment, utilities and office services. In addition, this role holds oversight responsibility for the Transportation Department and assets management, ensuring all resources are maintained, recorded, and used in compliance with the Foundation’s policies and standards. This role involves a proactive risk-based approach in planning and implementing a robust and effective asset management technique that ensures operational efficiency as well as staff capacity building.

Duties and Responsibilities

Responsibilities include, but are not limited to the following:

  1. Facilities
  2. Supervise the facilities team, including Maintenance and Junior Maintenance Officers
  3. Ensure smooth day-to-day operation of facilities, including patient care areas, offices, and other physical spaces
  4. Coordinate maintenance, repair, and servicing of buildings, equipment, utilities and infrastructure
  5. Manage vendor relationships for facility services including security, cleaning and maintenance
  6. Develop and implement preventative maintenance schedules
  7. Monitor and manage facility-related budgets and expenditures
  8. Ensure compliance with health and safety regulations and standards
  9. Plan and manage facility improvement and renovation projects
  10. Lead space planning, office relocations, and refurbishment projects as needed
  • Oversight of Transport Department
  • Supervise the transport team, including drivers and transport coordinators
  • Oversee the planning and scheduling of vehicle use to ensure efficient and timely transport of staff, goods and materials
  • Ensure optimal usage and maintenance of Foundation vehicles
  • Monitor and ensure vehicle maintenance, insurance, licensing/registration, and fuel use are up to date and compliant
  • Support the development and implementation of transport policies and procedures
  • Maintain accurate records of vehicle usage, fuel consumption, repairs and servicing
  • Review and analyse transport reports, logs, and usage data to identify improvements and cost-saving opportunities
  • Support audit processes related to transportation, providing required documentation and follow-up
  • Assets Management
  • Lead the development and maintenance of the Foundation’s fixed assets register
  • Maintain proper and up to date record in the system (SAP)
  • Oversee asset tagging, tracking, movement and disposal in accordance with policy
  • Oversee the safe disposal or replacement of outdated or faulty equipment
  • Coordinate periodic physical verification of assets and reconciliation with financial records
  • Ensure proper documentation and accountability for all assets across all Foundation departments and locations
  • Coordinate periodic asset audits and reconciliations
  • Support audit processes related to assets, providing required documentation and follow-up
  • Support procurement and inventory management processes as needed
  • Develop and implement maintenance plan for each asset type based on its criticality, usage, and manufacturer recommendations in line with the Foundation Policy.
  • Conduct a preventive regular maintenance of equipment to extend asset lifespan, and reduce unexpected downtime
  • Administration and Reporting
  • Maintain accurate records and documentation related to facilities, transport and asset management
  • Produce regular reports on facility status, transport performance, and asset inventory
  • Contribute to the development and review of relevant SOPs, policies and procedures
  • Liaise with external vendors, contractors and government agencies as required
  • Perform any other duties as may be required by the Administration from time to time

Educational Qualifications, Work Experience and Key Competencies

  • Bachelor’s degree in Facilities Management, Business Administration, Logistics or a related field
  • Minimum 5 years of relevant experience in facilities, transport, assets management or operations management roles, with at least 2 years in a supervisory or senior role
  • Experience overseeing transport operations and/or asset management systems is highly desirable
  • Strong knowledge of occupational health and safety, maintenance procedures, and building operations
  • Knowledge of any asset management software (SAP will be an added advantage)
  • Proficient in MS Office; experience with facilities or asset management software is an advantage
  • Excellent planning, coordination and interpersonal skills
  • Ability to respond to emergencies and support disaster preparedness efforts
  • Strong leadership and supervisor skills
  • Knowledge of health, safety, and environmental regulations
  • High level of integrity and accountability
  • Strong organizational and problem-solving skills
  • Excellent written and verbal communication
  • Ability to manage multiple priorities under pressure
  • Ability to manage cross-functional teams
  • Strong attention to detail
