Overview of Position
CTG (Committed To Good) is preparing a bid for a camp management services contract with an international client in Central Africa. The scope includes:
- Cleaning, accommodation & porter services
- Grounds maintenance, landscaping & pest/vector control services
- Pest & vector control
- Operational management of camp facilities across five sectors
The successful candidate will provide technical expertise to develop a competitive bid proposal. A local partner has been identified to provide local registration & staffing solutions, but CTG requires specialised expertise to develop the technical & financial proposal.
Role Objectives
Phase 1: Bid Development Support (Short Term Engagement)
Technical Methodology Design:
- Develop service delivery frameworks for all three contract lots
- Align operational plans with client’s Key Performance Indicators (KPIs) & site-specific requirements
Financial Modelling:
- Create detailed costings (staff salaries, vehicles, equipment, overheads) per site/square metre
- Advise on competitive yet sustainable pricing structures & including profit margins
Risk Management Planning:
- Develop comprehensive risk register & mitigation strategies
- Draft business continuity plans addressing potential disruptions
Proposal Development – Contribute to Technical Narratives for:
- Quality control plans
- Health & safety protocols
- Environmental protection measures
Phase 2: Potential Long Term Engagement (Subject to Contract Award)
As the primary focal point, the Project Manager or Senior Facilities Management Advisor will be responsible for:
Operational Leadership:
- Develop routine operation plans & maintenance schedules
- Monitor contractor/subcontractor performance
- Ensure timely task completion in coordination with client engineering teams
Reporting & Compliance:
- Submit inventory/consumption reports
- Prepare maintenance service reports
- Attend performance review meetings
Administrative Oversight:
- Manage invoices & cost reimbursements
- Oversee materials supply & warehousing
- Coordinate work orders/task proposals

Project Reporting
This role reports to the Bids Director & Global Accounts Director.
Key Competencies
Essential Criteria:
- University degree in engineering, business administration, contract management or equivalent
- 7+ years managing operations/maintenance services of comparable scale
- 5+ years in UN camp management or facilities maintenance (e.g., UNOPS, UNMAS, WFP)
- Proven track record in winning similar bids
- Full authority to act on behalf of the contractor
- Demonstrated experience developing winning bid methodologies & pricing models for similar contracts
- Knowledge of Central African operational contexts (experience in Central African Republic preferred)
Desirable Criteria:
- French language proficiency (advantageous for local partner liaison)
- Prior experience with performance-based contracts & bond mechanisms
- Understanding of UN procurement rules & procedures
Team Management
This role does not have any team management responsibility.

Contractual Arrangements:
- Engagement Type: Short term consultancy agreement (with option for extension if bid is successful)
- Remuneration: Competitive daily rate to be negotiated (aligned with bid financials)
- Confidentiality: All documentation remains CTG proprietary information
