Background
The Lesotho Highlands Development Authority (LHDA) owns commercial properties situated at the various project sites, being Mohale, Katse, and Polihali. The existing commercial properties were constructed as part of Phases 1A and 1B of the LHWP facilities to provide contractors, consultants, and LHDA employees on-site with access to essential services and commercial goods.
As part of the Advance Infrastructure works for Phase II, the LHDA constructed the Polihali Commercial Centre near Polihali village, with the intention of sub-letting the property to interested companies and individuals for commercial purposes. The sub-leasing of the Polihali Commercial Centre has the potential to attract other investment interests in the area and generate positive economic externalities, including job creation, skills development, and the stimulation of local supply chains.
The Polihali Commercial Centre is a single-storey commercial building measuring approximately 700 m². The total area will be sub-leased to interested companies or individuals for commercial purposes.
The Lesotho Highlands Development Authority (LHDA) therefore invites suitable candidates to submit Expressions of Interest (EOI) for sub-leasing the Polihali Commercial Centre.

General Procurement Notice
The Lesotho Highlands Water Project (LHWP) is a multiple-phase project established by the LHDA Order in Lesotho and the 1986 Treaty between Lesotho and South Africa. It entails the construction of dams and tunnels for storing, diverting, and controlling the flow of water of the Senqu River and its tributaries to deliver water to South Africa, generate hydro-electric power in Lesotho, and undertake ancillary developments.
Phase I of the LHWP, consisting of Katse and Mohale dams, Muela Hydropower Station, and associated tunnels, was inaugurated in 2004.
Phase II comprises a concrete-faced rockfill dam at Polihali, a concrete-lined gravity tunnel connecting the Polihali Reservoir to the Katse Reservoir, and the Oxbow Hydropower Station. Other Phase II activities include advance infrastructure (access roads, project housing and labour camps, bulk power supply lines and telecommunications, feeder roads, etc.), and implementation of environmental, socio-economic, and public health mitigation plans.
To accomplish the above, the LHDA intends to procure the following professional services and construction works over the next six months:

- Contract LHDA No. 4015B: Upgrade of Mokhotlong District Hospital – November 2026
These contracts will be procured in accordance with the procurement principles and rules set out in the Treaty, its protocols, and the Phase II Agreement. Procurement is open to eligible offerors as specified in the Instructions to Offerors for each contract.
