INVITATION FOR EXPRESSIONS OF INTEREST
SECTION 2 PEOPLE’S OVERSIGHT COUNCIL (SHADOW CABINET)
CIVIC ACCOUNTABILITY PROGRAMME
The Advocates for the Supremacy of the Constitution (SECTION 2) invites expressions of interest from young activists, professionals, and civic-minded Basotho who wish to serve in the SECTION 2 People’s Oversight Council (Shadow Cabinet), a voluntary civic initiative designed to strengthen constitutional accountability and public oversight of government.
BACKGROUND
Lesotho is facing a growing accountability gap. Civil society oversight has weakened, public confidence in opposition politics has declined, and many critical decisions affecting citizens are proceeding with limited scrutiny. SECTION 2 seeks to address this vacuum by establishing a structured, disciplined, and credible People’s Oversight Council (Shadow Cabinet) that will monitor government ministries and promote constitutional governance.
This initiative is non-partisan and non-electoral. It does not seek political power. Its sole purpose is to uphold the Constitution through informed, consistent, and public-interest-focused oversight.
PURPOSE OF THE SHADOW CABINET
Members of the SECTION 2 People’s Oversight Council (Shadow Cabinet) will:
- Monitor the work of specific government ministries;
- Analyse policies, budgets, and administrative actions for constitutional compliance;
- Engage communities and stakeholders affected by government decisions;
- Produce regular public-interest accountability briefs;
- Support evidence-based advocacy and, where appropriate, strategic litigation.
WHO SHOULD APPLY
SECTION 2 encourages applications from individuals who:
- Are committed to constitutionalism, integrity, and public accountability;
- Are self-starters able to work independently and with minimal supervision;
- Are independent thinkers who can analyse government actions critically;
- Are radical in their outlook on the socio-economic development of Lesotho and willing to propose transformative ideas;
- Have an interest, background, or experience in a specific sector (e.g. Health, Agriculture, Finance, Justice & Constitutional Affairs, Education, Environment, Local Government, Energy, Communications, Social Development, etc.);
- Are willing to serve on a voluntary basis and be publicly identified with their portfolio.
Young people and individuals from marginalised groups are highly encouraged to apply.
PORTFOLIOS
Applicants should indicate one preferred portfolio, aligned with a government ministry. Examples include: Agriculture, Health, Finance, Education, Justice & Constitutional Affairs, Energy, Local Government, Environment, Communications, Social Development, among others.
Those who are not selected as Shadow Ministers will form a Portfolio Advisory Council. This council will provide strategic guidance and support to the appointed Shadow Minister, but the Shadow Minister remains solely accountable for the execution and performance of their portfolio.
TERM & EXPECTATIONS
Appointments will be for a defined term, subject to performance.
Shadow Ministers will be expected to submit periodic written briefs and participate in collective accountability actions.
Inactivity or conduct inconsistent with SECTION 2 values may result in removal.

- A brief statement of interest (not exceeding 500 words), explaining:
(a) Motivation to serve;
(b) Preferred portfolio;
(c) Relevant experience or perspective. - A short CV or profile (maximum 2 pages).

SELECTION PROCESS
Applications will be reviewed by SECTION 2 based on merit, integrity, diversity, and commitment to constitutional values. Successful applicants will be publicly announced.

This is an opportunity to contribute meaningfully to the defence of constitutional democracy in Lesotho. SECTION 2 believes that accountability requires organisation, consistency, and courage, and invites those ready to serve the public interest to step forward.
