The Petroleum Fund invites qualified and experienced Human Resources (HR) consulting firms to submit Expressions of Interest (EOIs) for the provision of Remuneration Review Consultancy Services.
The Petroleum Fund is a statutory body operating under the Ministry of Finance and Development Planning. It was established through Legal Notice No. 96 of 1997 under the Finance Order of 1988, with its regulatory authority further defined under the Fuel and Services Control (Delegation Notice) No. 32 of 2021. The Fund is governed by a Board of Directors, while the Secretariat, headed by the Chief Executive Officer, manages its day-to-day operations in accordance with the Lesotho Petroleum Fund Regulations of 2021.
Scope of the Consultancy
The successful consultant will provide specialised Human Resources advisory and consultancy services, including:
- Conducting a comprehensive remuneration review.
- Benchmarking compensation and benefits structures against relevant local and industry standards.
- Carrying out job evaluation exercises.
- Supporting the Fund in developing a competitive, equitable, and effective remuneration framework aligned with its organisational goals and strategic objectives.
Submission Requirements
Interested firms must submit the following:
- Cover letter indicating interest in and understanding of the assignment.
- Company profile highlighting the firm’s background and record of successfully completed similar assignments, particularly for parastatals or state-owned enterprises.
- Contact details of at least three (3) recent client references.
- Signed CVs and certified copies of educational qualifications of the proposed consulting team.
- Proposed team composition, including roles and responsibilities.
- Any other information demonstrating the firm’s capability and expertise.
Shortlisting Criteria
Expressions of Interest will be evaluated based on the following criteria:

Only shortlisted firms will be invited to participate in the next stage of the procurement process and receive the detailed Terms of Reference (TORs).
