PREQUALIFICATION
BACKGROUND
The Government of Lesotho, through the Ministry of Sports, Arts, Tourism and Culture, invites Expressions of Interest (EOI) from qualified and experienced national and international consortiums of Design and build model for the REFURBISHMENT AND UPGRADE OF SETSOTO STADIUM from a 15,000-seater facility to a 30,000+ seater world-class stadium. The project aims to bring the stadium to FIFA and CAF standards, ensuring it is approved for hosting international football matches and other major Indoor & Outdoor sporting and cultural events.
PROJECT OVERVIEW
Setsoto Stadium, a landmark in Maseru, is a key facility for sports development and community engagement. The government seeks to transform the stadium into a modern, multi-purpose venue that meets international standards.
The project will include:
- Review of the existing structure to develop new design.
- Expansion of seating capacity to 30,000+.
- Upgraded pitch, electrical, electronics, mechanical and drainage systems to FIFA and CAF specifications.
- Modernized changing rooms, medical facilities, VIP and VVIP areas.
- Enhanced accessibility, including provisions for persons with disabilities.
- Improved security systems, ticketing, and crowd management infrastructure.
- Integration of sustainable and eco-friendly technologies.
- Introduction of other program spaces (Mixed Use) that will enable the facility to be self-sustaining economically.
SCOPE OF WORK
The selected party will be responsible for:
- Conducting detailed pre-design studies, market, environmental, traffic, topography, geotechnical, and design development.
- Undertaking construction, refurbishment, and upgrade of the works.
- Ensuring compliance with FIFA, CAF, and local regulatory standards.
- Delivering the project within the agreed timeline and budget; practical completion on the 20th September 2026.
ELIGIBILITY CRITERIA
Interested parties must demonstrate:
- Proven experience in the design and construction of large-scale sports facilities, preferably stadiums compliant with FIFA/CAF standards.
- A track record of successful project delivery within budget and on schedule.
- Compliance with all relevant legal, environmental, and safety regulations.
- The consortia and its members directly or indirectly should not have ongoing projects with the GOL that are below 80% of stage five of the construction work stage.
Applicants may associate or form joint ventures to enhance their capabilities.
- Evidence of business registration in home country.
- Profile of the firm/consortium.
- Capability profile of all members of the consortium (if applicable)
- Proof of Alliances/Partnership (if applicable)
- Financial Standing of the Firm
A preference margin shall be granted in accordance with the Lesotho Procurement Act of 2023.

COMPULSORY SITE INSPECTION
The bidders are expected to assemble at Setsoto Stadium main gate at 1000hrs on Wednesday, 14th May 2025.
COMPULSORY QUESTION AND ANSWER SESSION
A Compulsory question and answer session will be held after site inspection at Building Design Services (BDS) Conference room, 3rd floor, Moshoeshoe Road, Industrial Area, on 14th May 2025.
DATE AND TIME FOR SUBMISSIONS
The submission: One (1) Original and 4 (four) copies of proposal in the sealed envelopes marked “EXPRESSION OF INTEREST FOR UPGRADING SETSOTO STADIUM”, must be deposited in the tender box at the Ministry of Tourism, Sports, Arts and Culture, Post Office Building, 3rd Floor, on the 30th May 2025 on or before 1000hrs for public opening at 1030hrs on the same day.
a) Bidders are advised that amendments or withdrawals of proposals shall be permitted if they reach the Unit before the closing date. b) Corrupt Practices are prohibited and the consultant shall not receive or agree to receive from any person, or offer or agree to give to any person, or procure for any person, any gift or consideration of any kind as an inducement or reward for doing or not doing anything, or for showing favor or disfavor to any person in relation to this contract. c) Terms of Reference will be issued to shortlisted bidders only. d) Interested bidders may obtain further information at the address below during office hours between 08:30 to 4:00 p.m. e) Clarifications or further information will be dealt with in accordance with the Public Procurement Act, 2023.
