REQUEST FOR EXPRESSION OF INTEREST
- Introduction
- The Roads Directorate was established by the Roads Directorate Act No 16 of 2010 as a semi-autonomous corporate statutory body. Its key mandate is to implement government policy on roads related matters through road network planning, development and maintenance and to undertake quality assurance on all roads and construction of footbridges.
- To facilitate the performance of the above functions, the Roads Directorate has a number of sites across the country, which are from time to time used for road construction related activities. The organization intends to lease out such properties to interested parties to develop the sites and undertake business activities that will still be able to accommodate RD road construction activities as and when need arises.
- RD now invites interested and experienced business people locally and internationally to express their interest through proposals on how best they can utilize the sites for their benefit and that of the Roads Directorate.
- There will be a compulsory site visits as per the schedule of site visit below. The Sites to be sub leased are listed as follows:

- The detailed information on the sites will be obtained at RD offices.
- Interested applicants must take note of the following additional information:
- Duration and conditions of sub-lease agreement will be determined by both parties depending on the nature of business to be done. It shall be either fixed or periodic terms.
- Prospective tenants would be expected to do requisite refurbishments and treat them as running expenses.
- Operators shall bring their own materials in order to make a site useable. The proposed improvement and repairs with cost should be attached to the expression of interest.
- Operators will be in charge of advertising and marketing of the facility/ sites.
- The bidder that will ultimately be awarded the tender, shall be expected to trade at their own risk during the sub-lease agreement period and shall be responsible for all maintenance and repairs.
- Neither issuance of this REI (Request for Expression of Interest) nor receipt of proposal represents a commitment on the part of RD or any office within the RD Partnership.
- RD will not be responsible for, or in any way liable for, any costs incurred by Service Providers in the preparation of any responses or presentations relating to this REI.
- Neither party shall use the name of the other in publicity releases, referrals, advertising, or similar activity without the prior written consent of the other.
- The operations will be subjected to the laws of Lesotho.

- All expressions shall be submitted in a sealed envelope and clearly labelled EXPRESSION OF INTEREST FOR SUB LEASING OF RD SITES – NAME OF THE SITE YOUR EXPRESSION IS BASED ON. (For example – Expression of interest for Sub leasing of RD site – Motse Mocha Mohales’Hoek)
- The Expression of interest shall be submitted as original and two copies in sealed envelope as stated above.
- Expression of interest must be accompanied by copies of valid tax clearance and trader’s license certificates certified at source and proof of business.
- Expression of interest shall be accompanied by audited financial, to enable the Roads Directorate to assess the financial capabilities of the bidder.
- The Bidder must provide at least three written references. Roads Directorate can contact any of the provided reference to confirm the information provided.
- The Proposals are to be deposited in the tender box situated at Ground Floor of the Roads Directorate Headquarters in Maseru on or before 12:00 Noon on Thursday 9th November for their opening in public at 14:30hrs of the same day in the presence of tenderers’ representatives who may choose to attend.
- The Roads Directorate reserves the right to accept or reject any or all expressions for reasons that may be advanced.
