The Government of Lesotho has received financing from World Bank and IFAD towards the cost of   Smallholder Agricultural Development Project (SADP-AF) and it intends to apply part of the proceeds for consultancy of training on social capital building skills.

The objective is to provide technical support and training on key planks of group development and social capital building and in particular on types of organizational structures and levels of responsibility, methods of communication and engagement with communities and basics of leadership skills. The duration of the assignment is expected to be twelve months.

Therefore, Ministry of Agriculture and Food Security invites eligible consultancy firms with extensive knowledge and experience in the agricultural sector on training techniques and applications to indicate their interest in providing the required services. Interested consultancy firms must provide information indicating that they are qualified and experienced to provide the services for which they are expressing their interest. Expression of interest should include the following which also constitute the shortlisting criteria:

  • Company profile including name of country where a firm is registered and field of speciliasation.
  • Experience in similar assignments, including brief description of most recent and relevant assignments (location, cost, client and staff involved)

The attention of interested Consultants is drawn to paragraph 3.14 to 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers dated July 2016 and revised in November 2017 setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications. Where firms are associating, the submission must include verifiable evidence of association from all the parties.

A consultant   will be selected in accordance with Selection based on Consultants Qualification (CQS method) set out in the procurement Regulations for IPF Borrowers dated July 2016 and revised in November 2017

Interested firms may obtain further information at the address below, during office hours:  0900hours to 1200hours and 1430hours to 1600hours from Mondays to Fridays.

Expressions of interest must be submitted in three (3) copies (one original and three copies) in sealed envelopes to the address below, on or before 16:00 noon local time May 31st 2018 clearly marked “Expression of Interest for consulting services – Social Capital”.
