REQUEST FOR EXPRESSION OF INTEREST
(Prequalification)
BACKGROUND
The Ministry of Public Works and Transport is mandated to facilitate the implementation of Government of Lesotho policies towards the transport and government buildings sectors. The Ministry’s mission is to provide reliable, sustainable, safe, and climate-resilient works and transport infrastructure and services that promote socio-economic growth in the country.
One of the key functions of the Ministry is to provide policy direction on all matters pertaining to the construction, rehabilitation, and maintenance of public buildings and transport infrastructure.
Building Design Services (BDS) is a department within the Ministry charged with the responsibility for construction and maintenance of all public buildings and other assets that belong to the Government of Lesotho, both within and outside the country. BDS also provides technical assistance and supervision to all government ministries regarding the construction of government buildings.
However, BDS has recently been confronted with significant challenges in fulfilling its core mandate. Most projects under its supervision experience delays, cost overruns, and deliver poor-quality outcomes, undermining public confidence in government programs and hindering socio-economic development.
To address these issues, the Government of Lesotho has taken a policy direction to strengthen BDS with robust technical expertise. Therefore, the Ministry of Public Works and Transport invites expressions of interest from local and international bidders to assist BDS with project management functions and conduct a needs assessment for capacity building.
MAIN OBJECTIVES OF THE ASSIGNMENT
(i) Assist the Ministry of Public Works and Transport with the creation of a Project Management Unit (PMU) and define its related capacity requirements.
(ii) Support BDS in planning, design development, supervision, project budgeting, implementation planning, and legal frameworks, particularly in alignment with the Procurement Act 2023 and the Public Financial Management and Accountability Act of 2011.
(iii) Provide engineering and contract management services.
(iv) Ensure robust and clear knowledge transfer to BDS staff through a detailed strategy and on-the-job training.
(v) Introduce effective, up-to-date systems and methods used in the construction industry to enhance staff performance.
(vi) Provide support in five key construction areas:
- Architectural
- Quantity Surveying
- Project Management
- Electro/Mechanical Engineering
- Civil Structural Engineering
ELIGIBILITY CRITERIA
(a) The consultancy firm must include professionals from the following disciplines:
- Architecture
- Quantity Surveying
- Project Management
- Electrical or Mechanical Engineering
- Civil Structural Engineering
Eligible bidders who meet the requirements will proceed to the next stage and be issued the Terms of Reference (ToR) for the Request for Proposals (RFP).
The eligibility criteria, shortlisting, and selection procedures shall conform to the Public Procurement Act, 2023.
COMPULSORY QUESTION AND ANSWER SESSION
A compulsory Question and Answer session will be held at:
- Venue: Conference Room, Building Design Services (BDS), 3rd Floor, Moshoeshoe Road, Industrial Area
- Date: 23rd April 2025
DATE AND TIME FOR SUBMISSIONS
Bidders must submit one (1) original and four (4) copies of their proposals in sealed envelopes clearly marked:
“EXPRESSION OF INTEREST FOR CONSULTANCY FIRM TO ASSIST BDS – MoPWT”
Submissions must be deposited in the Tender Box, 1st Floor, Ministry of Public Works and Transport, no later than 10:00 a.m. on Wednesday, 30th April 2025. Proposals will be publicly opened at 10:30 a.m. on the same day.
