Maseru Municipal Council (MMC) currently uses a dumpsite surrounded by a residential area at Ha Tšosane about 5 Kilometers South East of Maseru Central Business District. Due to its mismanagement on account of limited resources, the site poses health and fire risks, for instance, there is evidence of untreated leachate upstream of the Maqalika dam. Therefore, it is imperative to address this problem holistically in line with the vision of the Government to rehabilitate and transform the dumpsite.

MMC is responsible for providing municipal and civic services to the citizens of Maseru, including integrated solid waste management within its jurisdiction. In an effort of improving waste management within the city, in particular the management of Tšosane Dumpsite, MMC intends to establish a comprehensive project that includes promotion of circular economy and sustainable development through various contract models such as, Design, Build, Finance, Operate, Maintain and Transfer the “DBFOMT”.

The primary objective of this Project is to improve management of solid waste within the Municipal area using Best Available Technology and Best Environmental Practices (BAT/BEP) in-line with local circumstances without compromising compliance to national laws and regulations as well as best global practices.

Scope of Work

Interested applicants are expected to submit expression of interest to perform the following functions but not limited to;

1. Community engagement mechanism

2. Stabilization of Tšosane Dumpsite

3. Construction of artificial wetland and leachate treatment pond

4. Stabilization and rehabilitation of the entire dumpsite

5. Waste sorting and recycling

6. Establishment of buy-back centers

7. Destruction of non-recyclable and non-organic solid waste

from Tšosane dumpsite for generation of clean energy.

The preferred applicant shall undertake to operate the management of the dumpsite to an agreed service level within sixty (60) days of the signing of the agreement.

All necessary expenditure shall be borne by the selected Company/ Agency for the entire tenure of the contract/agreement.

Shareholding Model

International applicants are encouraged to establish Joint Venture Agreements with locals.

MMC shall take thirty percent (30%) free carry equity in the preferred bid.

Eligibility Criteria

This invitation is open to local and international Companies, Agencies, Firms or Consortiums in joint venture with local partners. All submissions shall meet the qualification criteria below:

i. Eligible bidders should submit proof to have designed, financed, engineered, erected, commissioned and or operated a municipal solid waste disposal facility within the past ten (10) years for a minimum of two (2) years employing appropriate BAT/BEP.


The Expression of interest (EOI) MUST be accompanied by copies of the following documents in the English language:

I. Certified copy of Certificate of incorporation/ business registration;

II. Copy of Tax compliance certificates OR equivalent certified at source

III. Company profile,

IV. Proof of technical and financial capacity

V. Experience in developing and operating similar facilities (examples of such facilities and locations)

VI. Proof of availability and ownership of plant and equipment

VII. Three Referees from recent clients

Delivery of Documents

The EOI documents shall be deposited in tender box located in the Boardroom at Maseru Municipal Council, 3rd Floor Moonstar Complex on or before 02nd July 2024 at 11:00 am, for opening on the same day at 11:05 am in the presence of bidders/ their representatives who may wish to attend.
