Since 2004, the Lesotho Country Coordinating Mechanism (LCCM) has been in partnership with the Global Fund to Fight Aids, Tuberculosis and Malaria (The Global Fund) to support programs that combat HIV/AIDS and tuberculosis in Lesotho. The LCCM is comprised of government, civil, society, technical agencies, the private sector and people affected by the diseases. The LCCM oversees effective implementation of Global Fund-supported programs and its operational, coordination and oversight functions are managed by a Secretariat, which is headed by an Executive Secretary. The LCCM seeks to recruit an Executive Secretary to head the LCCM Secretariat.

Executive Secretary, Lesotho Country Coordinating Mechanism Secretariat

Under the direct supervision of the LCCM Chairperson/Chair of the LCCM Executive Committee, in coordination with the heads of all LCCM Committees, the Executive Secretary leads the LCCM Secretariat team to ensure efficient and effective LCCM operations. The role is based in Maseru but may require occasional travel within Lesotho and/or internationally.

Information and Communications Management

  • Manage CCM-wide information flows, making pertinent information readily available to CCM members in a timely manner and at the appropriate level of detail; ensure transparent, complete and accurate documentation of the CCMs decision-making processes and procedures
  • Receive and review correspondence to the CCM, synthesize and brief the CCM Chair and CCM members, direct correspondence to appropriate recipients for action and/or information and maintain a follow-up system to ensure timely action where required
  • Draft standard and non-routine correspondence, reports and documents for the CCM, coordinating inputs from the LCCM stakeholders including the Principal Recipients, CCM members and Committees, observing established protocols and standards for internal and external communications
  • As part of a continuous improvement efforts, coordinate with the LCCM Committees, the PRs and other stakeholders to implement systems, policies, procedures, or instruments to improve the processes of information management
  • Coordinate LCCM relations with the media (print, TB, radio, internet/social media etc) in close coordination with the CCM Chair, their designate and/or Executive Committee

Administrative and Logistic Responsibilities

  • Directly supervise, guide and oversee the work of the Administrative Assistant and mentor their professional development 
  • Carry out compliance checks as needed to ensure adherence to LCCM bylaws, Global Fund requirements, policies and procedures and keep the LCCM aware of relevant developments in Global Fund policy and issues
  • Work with the LCCM Chair or designate to review and propose new policies and practices, or adaptations to existing ones
  • Conduct training and orientation of new members of LCCM and support members to fulfil their roles and responsibilities
  • Serve as a focal point for collaboration with all Technical Assistance providers
  • any other duties and responsibilities to support the LCCM as assigned by the Chairperson their designate and/or Executive Committee

Grant Oversight Responsibilities

  • Oversee and ensure the LCCMs full compliance with the Global Fund’s requirements, documenting the processes and decisions related to funding request preparation, submission, grant making and final signature of all Global Fund grants by Principal Recipients ensuring that all decision-making is data-based

CCM Positioning and Engagement

Bachelor’s degree, preferably in Public Policy, Public Administration, Social Science, Economics, Business Administration, Finance, or in another related field

  • Practical knowledge of Global Fund or other donor organizational structures, standards, oversight mechanisms, strategy and initiatives will be an advantage
