VACANCY NOTICE: EXECUTIVE DIRECTOR

JOB SUMMARY
Under the supervision of the Board, the Executive Director will provide strategic leadership, ensure quality management, and oversee learning standards and resource provision. The incumbent will drive institutional excellence in alignment with Lesotho’s TVET Policy 2020, the Education Act, and TVET Regulations.
PURPOSE
The Executive Director serves as the Chief Executive Officer of the institution, responsible for strategic leadership, operational management, and ensuring delivery of market-relevant technical and vocational training in accordance with national skills priorities.
KEY DUTIES AND RESPONSIBILITIES
1. Strategic and Institutional Leadership
- Lead development and implementation of the institution’s strategic plan.
- Promote innovation, excellence, inclusivity, and accountability.
- Align training programmes with the Lesotho Qualifications Framework (LQF).
- Review and present policies to the Board for approval.
- Prepare Board meeting materials and support the Board Secretary.
2. Academic and Training Oversight
- Oversee curriculum development, delivery, and assessment aligned with TVD accreditation and quality standards.
- Introduce Competency-Based Education and Training (CBET) approaches.
- Promote apprenticeships and industry attachments.
- Ensure alignment of training programmes with National Strategic Development Plan II (NSDP II).
3. Financial and Resource Management
- Develop and manage institutional budgets per Public Financial Management guidelines.
- Mobilize funding from donors, public-private partnerships, and other sources.
- Manage institutional facilities and equipment effectively.
- Facilitate internal audits and implementation of recommendations.
- Approve and monitor procurement and expenditure.
4. Stakeholder and Industry Engagement
- Strengthen collaboration with MoET, TVD, industry partners, and development agencies.
- Advocate for LOIC as a Centre of Excellence in skills development.
- Facilitate alumni engagement and industry partnerships.
5. Governance and Compliance
- Ensure compliance with TVET Act 1984, Education Act 2020, and TVET Policy 2019.
- Implement monitoring and evaluation systems.
- Present performance, financial, and operational reports to the Board.
KNOWLEDGE AND SKILLS
- Master’s degree in Technical and Vocational Education, or related field.
- Minimum 3 years in a management position within the TVET system.
- At least 5 years’ progressive leadership experience in education or skills development, including 5 years at senior executive level.
- Proven record in strategic planning, institutional management, and partnership building.
- Strong communication, leadership, and change management skills.
- In-depth understanding of Lesotho’s TVET system and policy framework.
- Valid driver’s license.
