Job Summary: The executive Director Lesotho Opportunities Industrialization Centre (LOIC) is responsible for the successful leadership and management of the Centre according to the strategic direction set by the LOIC Board.

Reporting to: Board

Primary Duties and Responsibilities
Executive Director shall be responsible to the Board in performing the following;

  1. Leadership
    Participates with the Board in developing a vision and strategic plan for the restructuring of the Centre.
    Act as a professional advisor to the Board on all aspects of the Centre’s activities.
    Act as the chief spokesperson for the Centre and conduct official correspondence on behalf of the Board.
    Represents the Centre in all appropriate and high level meetings with various centre’s or entities.
  2. Operational planning and management
    Develops an operational plan which incorporates goals and objectives that work towards the strategic direction of the centre.
    Ensure that the operation of the Centre meets the expectations of its stakeholders, Board and Funders
    Oversees the efficient and effective day-to-day operations of the centre.
    Drafts policies for the approval of the Board and prepares procedures to implement the central policies; review existing policies on an annual basis and recommends changes to the Board as appropriate.
    Provides support to the Board by preparing meeting agenda and supporting materials.
  1. Program Planning and Management
    Oversees the planning, implementation an evaluation of the centre’s programs and services.
    Ensures that the programs and services offered by the centre contribute to the centre’s mission and reflect the priorities of the institution.
    Ensure quality training and maintenance of high professional standards and discipline through academic link with other credible institutions and professional bodies.
    Monitors the day-to-day delivery of the programs and services of the Centre to maintain and improve quality.
    Oversees the planning, Implementation, Execution and Evaluation of special projects.
  2. Human Resource Planning and Management
    Determines staffing requirements for the effective Central management and program delivery .
    Oversees the implementation of the human resources policies, procedures and practices including the development of job description for all staff.
    Establish a positive, healthy and safe work environment in accordance with all appropriate legislation and regulations.
    Recruits, interviews and selects staff that have the right technical and personal abilities to help further the Centre’s mission.
    Ensures that all staff receive an orientation/induction to the Centre and that appropriate training is provided.
    Implements a performance management process for all staff which includes monitoring the performance of staff on an on-going basis and conducting an annual performance review.
    Coach and mentor staff as appropriate to improve performance.
    Discipline staff when necessary using appropriate techniques.
  3. Financial Planning and Management
    Work with staff to prepare financial plans and budgets for approval by the Board
    Work with the Board to secure adequate funding for the operation of the Centre
    Research funding sources, oversee the development of fund raising plans and write finding proposals to secure finds for the Centre
    Approve expenditures within the authority delegated by the Board.
    Ensure that sound bookkeeping and accounting procedures are followed.
    Administer the funds of the Centre according to the approved budget and monitor the monthly cash flow of the Centre
    Provides the Board with comprehensive, regular and quality reports on the revenues and expenditure of the Centre.
    Ensures that the Centre complies with all legislation covering taxation and other financial regulations.
  4. Qualifications and Experience
    The incumbent must posses a minimum of first degree in Social Sciences Preferably with Technical Education Training in Engineering with a component of industrial and personnel management.
    Minimum of three (3) years experience in vocational training is required. The incumbent must have at least four (4) years experience in a senior managerial position ability to design training programme is required.
  5. Knowledge, Skills and abilities
    Knowledge of leadership and management principle as they relate to non-profit Centres.
    Knowledge of current community challenges and opportunities relating to the mission of the Centre.
    Knowledge of human resources management, Financial Management and Project Management.
  6. Proficiency in the use of computers for:
    Word processing ,spreadsheet, Email and internet.
