Background

Meeting Targets and Maintaining Epidemic Control (EpiC) is a global project funded by the United States Government (USG). In Lesotho, EpiC implements life-saving activities including:

  • HIV care and treatment services
  • HIV testing and counseling
  • Prevention and treatment of opportunistic infections (including TB)
  • Prevention of mother-to-child transmission (PMTCT) services
  • Related health systems strengthening technical support priorities

Job Summary

The Digital Health and Data Analytics Consultant will support the implementation, management, and optimization of digital health and data systems under the EpiC Lesotho project.

The incumbent will work closely with the Senior MEL Advisor to strengthen:

  • Data collection
  • Data analysis
  • Data visualization
  • Reporting
  • Use of digital health technologies to improve program performance and decision-making

The consultant will contribute to the development of innovative digital solutions, ensure data quality, and support the generation of strategic information for Prevention, Care & Treatment programme planning, monitoring, evaluation, and learning.

The consultant shall be based in Maseru, Lesotho.

Scope of Work

  • Support the implementation, maintenance, and enhancement of digital health platforms and information systems used by the project, including LEAD, Infolink, and DHIS2 Tracker systems
  • Coordinate the integration and interoperability of project data systems with the national DHIS2 platform and all relevant EpiC partner platforms
  • Provide technical assistance to the Ministry of Health and implementing partners on effective use of digital health tools and applications
  • Support data cleaning, validation, management, and data alignment processes across project-supported sites
  • Develop, review, and maintain databases, dashboards, and automated reporting tools to support timely data use and decision-making
  • Train and mentor MoH, DHMTs, project staff, implementing partners, and health facility personnel on data management and digital health systems
  • Develop and review data management user guides, standard operating procedures (SOPs), and training materials
  • Provide ongoing technical assistance to improve data quality, reporting compliance, and efficiency
  • Collaborate with government counterparts and implementing partners on digital health activities
  • Support alignment of systems and reporting requirements with national guidelines and standards
  • Ensure compliance with data protection, confidentiality, and information security policies
  • Support implementation of data governance standards and best practices across project-supported data systems

Qualifications and Experience

Education
  • A minimum of a Bachelor’s degree in Health Informatics, Computer Science, Information Systems, Data Science, or a related field
Experience
  • Minimum of five (5) years of experience in digital health, health information systems, monitoring and evaluation, data analytics, or related fields
  • Experience working on donor-funded public health programmes, preferably HIV/AIDS programmes
  • Demonstrated experience with health information systems such as DHIS2, OpenMRS, electronic medical records, or similar platforms
  • Experience developing data management systems, dashboards, and data visualization products using tools such as Microsoft Power BI, Tableau, or similar software
  • Experience conducting data quality assessments and managing large datasets

Knowledge, Skills, and Abilities

  • Strong analytical, critical thinking, and problem-solving skills
  • Proficiency in data analysis software such as R, Python, STATA, SPSS, or SQL
  • Good knowledge of monitoring and evaluation principles, public health indicators, and health information management systems
  • Strong understanding of digital health systems, interoperability, and data exchange standards
  • Proven experience using health information management tools such as ODK, CommCare, KoboToolbox, DHIS2, and OpenMRS
  • Strong working knowledge of Microsoft products, including Microsoft Office Suite, Power BI, and Microsoft Fabric
  • Knowledge of the DHIS2 API is highly desirable
  • Demonstrated interest in ETL processes and practical integration approaches using cost-effective technologies
  • Excellent data visualization, dashboard development, and presentation skills
  • Ability to translate complex data and technical information into actionable insights for decision-making
  • Strong written and verbal communication skills
  • Ability to work independently and collaboratively in a multidisciplinary environment
  • High attention to detail and strong commitment to data quality, accuracy, confidentiality, and responsible data use

Preferred Competencies

  • Knowledge of PEPFAR reporting requirements and HIV programme indicators
  • Familiarity with national health information systems in Lesotho
  • Experience with GIS and geospatial analysis tools
  • Experience with data automation, advanced analytics, machine learning, or advanced analytics techniques, and ability to develop interoperability APIs
  • Understanding of data protection, cybersecurity, and information security principles

Key Deliverables

  • Functional dashboards and automated data visualization products developed or enhanced in collaboration with the Strategic Information team
  • Improved data quality and reporting performance across supported sites
  • Digital health solutions successfully implemented, maintained, and utilized across supported districts
  • Capacity-building initiatives to strengthen data use and digital health competencies among stakeholders
  • Support inventory management and consolidation of data management devices, including tablets, computers, servers, and peripherals
  • Support system upgrades and provide technical support to ensure system availability across the project
  • Facilitate development of data integration solutions to ensure timely reporting to key stakeholders
  • Create import files from one or more Tracker DHIS2 systems for integration into existing aggregate systems
  • Develop and document best practices used during the consultancy for sharing with staff involved in data collection, processing, and analysis
  • Provide technical support to the Strategic Information team for periodic and ad hoc reporting

Duration and Level of Effort

This is a full-time consultancy (100% level of effort) from July to September 2026.

Reporting

The consultant will report to the Senior MEL Advisor and work closely with technical and M&E teams.

Location of Work

The consultant will be based at the FHI 360 Lesotho office in Maseru.

Travel

Travel to EpiC-supported districts and partners’ sites will be required as necessary.
