Background
The Ministry of Agriculture, Food Security and Nutrition has received financing from the International Fund for Agricultural Development (IFAD) toward the cost of the Wool and Mohair Value Chain Competitiveness Project and intends to apply part of the proceeds for the recruitment of consulting services.
All use of IFAD financing is subject to IFAD’s approval and governed by its rules, policies, and procedures. IFAD and its officials, agents, and employees shall be held harmless from any claims or liabilities arising in connection with this project.
Scope of Services
The consulting services include:
- Supporting the Ministry in developing performance-based contracts for each asset
- Preparing entrustment contracts for leasing asset management to selected entities
- Conducting profitability analysis, revenue forecasting, service projections, and financial sustainability planning for each asset
Eligibility and Submission
The Ministry invites eligible consulting firms to express interest in providing these services. Interested firms must demonstrate:
- Required qualifications
- Relevant experience
- Capacity to perform the services
Consultants may associate with other firms in the form of a joint venture or sub-consultancy to enhance their qualifications.
Conflict of Interest
Consultants must not have any actual, potential, or perceived conflict of interest. Specific rules apply regarding:
- Government or client staff involvement
- Former employees
- Disclosure obligations
Failure to disclose may result in disqualification or contract termination. Full details are outlined in IFAD’s policies:

Selection Method
Selection will follow the Quality and Cost Based Selection (QCBS) method as per IFAD’s Project Procurement Handbook.
