REQUEST FOR EXPRESSION OF INTEREST
Assignment Title:
Technical Assistance to the Ministry of Health (MoH) Directorate of Health Planning and Statistics to Revitalize and Institutionalize Health Sector-Wide Resource Mapping and Expenditure Tracking (RMET) Process

The Government of Lesotho has received funding from the Global Fund under the GC 7 Grant to support the interventions intended to fight HIV/AIDS and Tuberculosis. Part of the proceeds shall be used to support the Ministry of Finance and Development Planning to make payments for Individual Consultant for Technical Assistance to the Ministry of Health (MoH) Directorate of Health Planning and Statistics to Revitalize and Institutionalize Health Sector-Wide Resource Mapping and Expenditure Tracking (RMET) Process.
The Ministry of Finance and Development Planning (Project Management Unit) now invites eligible Individual Consultant to indicate their interest in the above Service. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Consultants should provide detailed Curriculum Vitae.
Qualifications and Experience
- Master of Health Economics, or equivalent
- Experience in public sector financial management
- Experience with RMET, NHA or NASA is highly desirable, but other public expenditure tracking with some health sector experience is also relevant
- Demonstrate ability in training and skills development
- Understanding of the Lesotho Health System landscape is essential
- Practical experience in implementing surveys
- Demonstrate Strategic thinking and prioritization to ensure practical, sustainable approaches are used
The Consultant should also be able to work with diverse teams, meet tight deadlines and work under pressure.
Shortlisting Criteria
The selection of the suitable candidate will be based on the qualifications and experience as follows:
(i) qualifications,
(ii) experience (professional, specific and general); and
(iii) other relevant attributes consistent with the requirements of the Terms of Reference.
Duration of Assignment
The period of engagement is Nine (9) Months.
The Consultant will be selected in accordance with the Individual Consultant Method (IC).
