Technical Assistance (TA) to Develop Specifications for Health Commodities

Background
The Government of Lesotho has received funding from the Global Fund under the GC7 Grant to support interventions intended to fight HIV/AIDS and Tuberculosis. Part of the proceeds shall be used to support the Ministry of Health through the engagement of an Individual Consultant to develop specifications for health commodities.
The Ministry of Finance and Development Planning (Project Management Unit) now invites eligible Local Individual Consultants to indicate their interest in the above service.
Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. Consultants should submit a detailed Curriculum Vitae (CV).
Qualifications and Experience
Applicants must possess the following qualifications and experience:
- A minimum of a Master’s degree in Pharmacy, Laboratory Science, Supply Chain Management, or any other medical or health-related field.
- At least ten (10) years of experience in health supply chain management, procurement of health commodities, pharmaceutical regulations, or pharmaceutical and laboratory management.
- Demonstrated experience in developing health commodities specifications or procurement guidelines.
- Demonstrated experience and familiarity with WHO and ISO standards for health commodities.
- Demonstrated stakeholder engagement and facilitation skills.
- Demonstrated analytical, writing, and training skills.
The Consultant should also be able to work with diverse teams, meet tight deadlines, and work under pressure.
Shortlisting Criteria
The selection of the suitable candidate will be based on the following:
- Qualifications.
- Experience (professional, specific, and general).
- Other relevant attributes consistent with the requirements of the Terms of Reference.
Duration of Assignment
The period of engagement is thirty (30) working days.
Selection Method
The Consultant will be selected in accordance with the Individual Consultant (IC) Method.
