EXPRESSION OF INTEREST
Short-Term Hire of Vehicles for IEC Operations
The Independent Electoral Commission (IEC) invites registered companies and interested individuals to submit expressions of interest for short-term hire of vehicles. The database of vehicles will be used for a period of three (3) years.
Bidding Document
Documents are obtainable from the Procurement Unit, Second Floor, Election House, during working hours: 09:00 AM to 4:00 PM
Specifications of Required Vehicles
- Double Cab 4×4
- Double Cab 4×2
- SUVs
- Quantum
- 22-Seater Buses
- 60–70 Seater Buses/Coaches
- Drop-Side Trucks (10 Tons)
- Box Trucks (10 Tons)
- Double Cab 4×4 (Mamokoto)
Mandatory Requirements
- Complete the Individual/Company Details Form
- Attach valid Trading License
- Attach valid Tax Clearance Certificate (for both companies and individuals)
- Fleet companies working with individuals must provide a signed agreement and vehicle documents
- Attach certified copy of National ID and IEC Registration Card/Number of owner(s)
- All vehicles must have a fire extinguisher
- Attach certified copies of registration certificates/blue cards
- Attach certified insurance certificates from insurers registered with the Central Bank of Lesotho (CBL) (not brokers), with passenger liability
- Replacement vehicles must match the original in model and features if declared a write-off
- Specify one district only for deployment (multiple district applications will be disqualified)
Additional Notes
- All required documents must be submitted
- Owner must fuel the vehicle and provide a driver
- IEC reserves the right to deploy vehicles to any district
- IEC uses Government of Lesotho Rates
- Vehicles will be hired on a monthly basis
- Vehicles must be roadworthy and have:
- Canopy
- Valid Fitness Certificate
- Valid Permits
- First Aid Kit
- Tools (Wheel spanner, Jack, 2 triangles, Spare wheel)
- Tyres in good condition
Submission Instructions
- Submit original and four copies in a sealed envelope clearly marked:
“TYPE OF VEHICLE AND NAME OF DISTRICT”
District-Level Submission
- Deliver envelopes to IEC District Offices
- Closing Date: Wednesday, 25th September 2025 at 16:00 PM
Headquarters Submission
- District submissions must reach IEC Headquarters, Maseru by:
