REQUEST FOR EXPRESSION OF INTEREST (EOI)
RENOVATIONS OF EXISTING BUILDING
Baylor College of Medicine Children’s Foundation – Lesotho (BCMCFL), also referred to as Baylor Foundation Lesotho, is the result of a public-private partnership between Baylor College of Medicine International Pediatric AIDS Initiative and the Government of Lesotho, and is a legal, non-profit/tax exempt organization registered in Lesotho. BCMCFL provides free pediatric and family-centered HIV and tuberculosis prevention, care, treatment, and support, serving thousands of children and families affected by HIV, TB, and other child health conditions.
BCMCFL intends to renovate an existing cottage building on the grounds of its Centre of Excellence (COE) located at Bots’abelo, near Queen ’Mamohato Memorial Hospital. BCMCFL therefore invites interested Lesotho registered contractors in category C only to take part in a competitive bidding process by expressing their interest to carry out the work, following which only the short-listed tenderers shall be invited to tender for the execution of the works.
Scope of Work
The basic components of the project comprise of:
- Renovations of existing building.
- Extensions on the building.
- Construction of new septic tank.
The contractor will carry out the following trades:
- Demolishing of brick walls,
- Building extension,
- Roofing,
- Partitioning with dry wall,
- Plumbing,
- Fittings,
- Plastering,
- Floor Finishes,
- Wall Finishes,
- Laboratory benching,
- Construction of septic tank,
- External works.
Business Requirements
The following requirements are mandatory. Failure to submit any of the following will result in disqualification due to non-compliance.
- Company profile
- Valid Business Identity Card or Traders License
- Valid Tax Clearance Certificate
- Valid Category Certificate (From Ministry of Public Works-Building Design Services, certified at source)
- Valid VAT Certificate (where applicable)
- Three years past experience with below details

Submissions
The EOI must be one document in pdf format. The contractor is required to provide one EOI submission electronically with “Expression of Interest for Renovations of Existing Building” as the subject heading and submit to [email protected].
The EOI must be submitted on or before Monday 5 May 2025 at 17H00 local time.
Late submissions will not be accepted.

Any enquiry regarding the EOI shall be submitted in writing to the Senior Procurement Officer [email protected] with ‘EOI #: BAYLOR-COE EOI-2025-01’ as the subject.
Contact
Contact by any means whatsoever with Baylor Foundation Lesotho personnel is not permitted during the EOI process other than as required through existing service arrangements and /or as requested by Baylor Foundation Lesotho as part of the EOI process.
- Any form of canvassing by the Contractor to any member of staff or consultant, for purposes of influencing the outcome of the EOI process will automatically disqualify the Contractor from the evaluation process.
- Contractors shall not offer or give any consideration of any kind to any employee or representative of Baylor Foundation Lesotho as an inducement or reward for doing, or refraining from doing, any act in relation to the obtaining or execution of this or any other contract with Baylor Foundation Lesotho.
General Terms and Conditions
- The Contractor shall not assume that information and/or documents supplied to Baylor Foundation Lesotho at any time prior to this request are still available to Baylor Foundation Lesotho, and shall consequently not make any reference to such information document in its response to this request.
- An omission to disclose material information, a factual inaccuracy, and/or a misrepresentation of fact may result in disqualification of a bid, or cancellation of any subsequent contracts.
- Baylor Foundation Lesotho’s decision on EOIs received shall be final and binding.
- Failure to comply with any of the terms and conditions as set in this document will invalidate the EOI.
