1. Introduction
The Lesotho Housing and Land Development Corporation (LHLDC), a statutory body established under the Lesotho Housing and Land Development Corporation Order No. 12 of 1988, invites Expressions of Interest (EOI) from reputable property developers, consortia, or joint ventures for a Public-Private Partnership (PPP) under a Finance-Build-Operate-Transfer (FBOT) model.
The project involves the development of Plot No. 12284-533 (3,844 sqm) located at Phomolong, Maseru Central.
This strategic initiative seeks to transform the plot into a vibrant commercial hub, leveraging private sector expertise and financing. The plot’s prime location offers excellent potential for mixed-use developments such as office complexes, retail centers, or hospitality facilities.
This EOI represents the first phase of a two-stage procurement process. Shortlisted respondents will be invited to participate in the Request for Proposals (RFP) phase.
2. Project Overview

- Zoning and Use: The plot is zoned for commercial purposes. Proposed developments may include, but are not limited to, multi-story office buildings, shopping complexes, conference centers, or mixed-use facilities.
- Current Status: The site is undeveloped with utilities (water, electricity, and sewage) available in close proximity.
- PPP Model:Finance-Build-Operate-Transfer (FBOT)
- The property developer shall finance, design, construct, operate, and maintain the development for a specified concession period, after which the asset shall be transferred to LHLDC in good condition.
3. Scope of Work
The selected property developer shall be responsible for:
- Design: Conducting feasibility studies, environmental impact assessments, and detailed architectural/engineering designs compliant with Lesotho’s regulations.
- Construction: Financing and building the facility within agreed timelines and quality standards.
- Operation: Managing the facility, including leasing, maintenance, and revenue collection to ensure financial viability.
- Transfer: Handing over the fully operational facility to LHLDC at the end of the concession period, meeting predefined condition standards.
4. Eligibility Criteria
Interested parties must demonstrate:
- Proven experience in at least three (3) similar PPP or FBOT projects (commercial developments >2,000 sqm) within the last 10 years.
- Financial capacity to fund the project (net worth > M50 million or equivalent).
- Technical expertise with a qualified team of professionals (architects, engineers, etc.).
- Legal standing with no imminent threat to business continuity.
- Preference will be given to entities with experience in Africa or developing economies.
Joint ventures are encouraged, with the lead partner holding at least 51% stake.
5. Submission Requirements
EOI submissions must include:
- Company profile, including legal status and ownership structure.
- Audited financial statements for the last three years.
- Details of relevant project experience with references.
- A high-level conceptual approach to the project (e.g., proposed development type, FBOT strategy).
- CVs of key team members.
- A non-binding expression of interest letter.
