- The Government of Lesotho (GoL) has received financing from the African Development Fund (ADF) for the implementation of the Lesotho e-Government Infrastructure Phase II Project. The overall objective of the project is to drive digital finance and financial inclusion by improving access to reliable digital Services, particularly among citizens living in rural and unserved areas. It is intended that part of the proceeds of this financing will be applied to eligible payments under the contract for provision of consultancy services for development Broadcasting and Digital Outreach strategy for the government of Lesotho.
- The objectives of this assignment:
- Review the current broadcasting landscape, specifically the technology utilised by TV Lesotho, and provide recommendations for improvement and innovation.
- Evaluate TV Lesotho’s digital migration readiness and propose a smooth transition strategy.
- Assess the suitability of the National Library for setting up a digital outreach studio and recommend required audio-visual (AV) equipment, including equipment for outside broadcast and field-based content creation.
- The Ministry of Information Communications Science Technology and Innovation now invites eligible individual consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified and have skills to perform the services (description of similar assignments, experience in similar conditions).
- Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s Procurement Policy and Methodology for Bank Group Funded Operations, dated October 2015, which is available on the Bank’s website at http://www.afdb.org
- Interested consultants may obtain further information at the address below during office hours 08:00 to 16:30 GMT +2, Mondays to Fridays.
- Expressions of interest must be delivered by mail electronically or physically in sealed envelopes clearly marked “Expression of Interest – “Provision of consultancy services for the development Broadcasting and Digital Outreach strategy for the government of Lesotho” to the address indicated below by Friday 26th April 2024 at 12:00 Noon.
