Consultancy Services for the design of offices, preparation of the Bill of Quantities (Total Project Costing), development and management of the tender for engagement of the contractor, supervision of the contractor, and preparation of the Final Report for the construction of the NDSO Offices in Mafeteng.
1.0 Introduction
The National Drug Service Organization (NDSO) invites Expressions of Interest (EOI) from qualified Engineering Consultancy Firms to provide Professional Team Consultancy Services for the planned construction of the NDSO Offices. The EOI stage will lead to the shortlisting of qualified firms who will subsequently be invited to submit detailed proposals through a Request for Proposal (RFP).
2.0 Background Information
NDSO has allocated a budget for engaging a Professional Team to design and supervise the construction of its new offices in Mafeteng, Lesotho. All physical meetings, where applicable, will be held at the NDSO offices in Mafeteng.
3.0 Scope of the Services
The Professional Team will provide complete consultancy services for the NDSO Offices Construction Project, including but not limited to:

Get the services of a qualified and experienced Professional Team consultant to develop the Technical Architectural Drawings, the Bill of Quantities and any Professionally determined architectural drawing for the proposed offices for the National Drug Service Organization.
3.2
Provide the total Costing (Prepare the Bill of Quantities) for the proposed offices for the National Drug Service Organization.
3.3
Develop the Bidding Documents that shall be used by National Drug Service Organization for the tender that shall be used to appoint the Contractor for the Proposed Offices for the National Drug Service Organization. The Tender Documents must be in conformance with the Public Procurement Act 2023.
3.4
In consultation with the Evaluation Team appointed by the NDSO Procurement Committee, evaluate, adjudicate and analyse the bids for the tender indicated in 3.3 above. The Professional Team shall further recommend, to the NDSO Procurement Committee, the Contractor to be appointed for the construction of the proposed offices for the National Drug Service Organization.

Supervise the Contractor appointed in 3.4 above to make sure that the Proposed Offices are constructed per the Technical Architectural Drawings indicated 3.1 above.
3.6
Produce and present the Final Report to the NDSO Procurement Committee with regard to the construction of the Proposed Offices for the National Drug Service Organization.

Invitation
The National Drug Service Organization invites the Engineering Consultancy Firm to submit an Expression of Interest (EOI) for consultancy, through a Professional Team, for the design of the offices, the determination of the Bill of Quantities (Total Costing of the Project), developing and running of the tender for the engagement of the contractor, Supervision of the Contractor and preparation of the Final Report for the construction of the offices for the National Drug Service Organization. The information requested in the expression of interest shall be a prerequisite to assess the firm’s capability to provide the services required and shall further inform the short-listing of the firms for an eventual Request for Proposal.
6.0 Eligibility of the Applicants
NDSO reserves the right to exclude any applicants found ineligible or blacklisted by major procurement agencies or regulatory bodies, locally or internationally.
7.0 Qualifications
7.1 Minimum Qualification Requirements (Per Role)
1. Project Manager
- Appointed from any team professional (QS, Electrical Engineer, Structural Engineer, Architect)
- Must also hold Project Management or related qualification
2. Quantity Surveyor
- Degree in Quantity Surveying
- Registration with relevant bodies (Lesotho QS Association, SACQSP) considered favourably
- Min 10 years general experience
- Min 5 years specific experience in cost & contract management, tendering & procurement
3. Electrical Engineer
- Degree in Electrical Engineering
- Min 10 years general experience
- Min 5 years specific experience in electrical design & systems implementation
4. Structural Engineer
- Degree in Civil Engineering, registered with a recognized regulatory authority (IStructE, ECSA, etc.)
- Min 10 years general experience
- Specific experience: structural systems design, analysis & supervision
5. Architect
- Degree in Architecture (B.Arch or equivalent)
- Min 10 years experience in design, drawings & building supervision
- Min 10 years in office building or commercial architecture
6. Environmental Specialist
- Degree in Environmental Sciences or related field
- Min 10 years general experience
- Min 10 years in environmental compliance, impact assessment, sustainability & monitoring

- Relevant supporting documents
7.3 Shortlisting
Only shortlisted firms will receive the Request for Proposal (RFP).
